EXHIBIT A <br /> Phase I Environmental Site Assessment Services - Perform all applicable Phase I <br /> Environmental Site Assessment Services for each property being considered for <br /> purchase . Requested services shall include a visual inspection of the property and the <br /> collection of historical data on the site being considered for purchase . The Phase I <br /> Environmental Site Assessment Report shall include the following information : <br /> • Historical building permit reviews ; <br /> • Historical aerial photograph reviews ; <br /> • Historical Sanborn Fire Map reviews ; <br /> • Historical city directory reviews , <br /> • Historical topographical map reviews ; <br /> • Local environmental oversight agency reviews ; <br /> • Analysis of local hydro geologic conditions ; <br /> • Government environmental database reviews ; <br /> • Inspection of subject property and surrounding areas <br /> • Interviews with owners of the site being considered for purchase , <br /> occupants of the site being considered for purchase , and tenants of <br /> neighboring properties ; <br /> • A detailed professional site plan ; <br /> • Digital photographs with descriptions , <br /> • Inclusion of the Statement of Qualifications of assessors performing the <br /> site assessment , <br /> • Conclusions regarding potential environmental liabilities using risk based <br /> analysis ; and <br /> • Recommendations . <br /> The Phase I ESA shall address both the underlying land as well as the physical <br /> improvements on the property . All residential single -family homes being considered for <br /> purchase will undergo a Phase 1 Environmental Site Assessment . All Phase I <br /> Environmental Site Assessments shall be completed and a report submitted to the <br /> County within four (4 ) business days from Indian River County ' s issuance of a Notice to <br /> Proceed with the Phase I Environmental Site Assessment . <br />
