PROPOSAL FOR THE UNIVERSITY OF FLORIDA <br /> CELLULOSIC ETHANOL PLANT <br /> PROPOSAL SUMMARY <br /> The Indian River County Board of County Commissioners proposes to provide a 10+ acre site to the University of <br /> Florida (UF)/Institute of Food and Agricultural Sciences (IFAS) for construction of a cellulosic ethanol plant. The <br /> site is currently undeveloped with access to infrastructure, services, and regional transportation facilities. <br /> Located adjacent to the county's landfill, the site is designated Commercial/Industrial on the county's <br /> comprehensive plan. <br /> The proposed plant site is located in an industrial area with good transportation access and available <br /> infrastructure. With undeveloped, industrially zoned land adjacent to the proposed plant site, there is sufficient <br /> property available for future plan expansion. Because the site does not have any development constraints, the <br /> permitting and development approval process can proceed without delay. <br /> Indian River County is prepared to cooperate with the University of Florida/Institute of Food and Agricultural <br /> Sciences in the development and management of the plant. In so doing, the county will assist the University of <br /> Florida/Institute of Food and Agricultural Sciences in obtaining project approval and applicable permits for the <br /> facility. With Biomass feedstocks available from the adjacent landfill facility, the county can commit to providing <br /> the biomass necessary for operation of the plant. <br /> Indian River County strongly supports the University of Florida/Institute of Food and Agricultural Sciences <br /> cellulase-to-ethanol research project. For that reason, the county proposes to assist the University of <br /> Florida/Institute of Food and Agricultural Sciences in construction and operation of the proposed plant. <br /> 3 <br />
