SEP 221965. <br />80011 9 PACE316 <br />On Motion by Commissioner Macdonald, seconded by Commissioner <br />Waddell and unanimously carried, the following Resolution was adopted: <br />RESOLUTION <br />WHEREAS, Indian River County is hampered in its Secondary Road <br />Program due to insufficient funds to purchase rights-of-way for <br />needed roads and to construct roads required by Indian River County <br />due to its tremendous growth and that the requirements for roads <br />have far surpassed our ability to secure rights-of-way and construct <br />roads out of present funds; and <br />WHEREAS, it,was necessary, in order to construct the Bridge <br />across the Sebastian Inlet and to complete AlA, for Indian River <br />County to contribute to the State Road Department the sum of <br />$600,000 toward the construction costs of A1A from Wabasso Road to <br />the Sebastian Inlet, and said funds are being paid out of our Sec- <br />ondary Road Funds; and <br />WHEREAS, the'costs of rights-of-way are increasing continually <br />and it therefore becomes extremely important for this County to <br />acquire all needed rights-of-way for roads in our road program as <br />soon as humanly possible; and <br />WHEREAS, it has become evident to this Board that the cost of <br />.road construction has increased by about 50% during the last ten <br />years and it therefore is highly desirable to construct our needed <br />road system as soon as possible in order to keep the actual cost of <br />construction down; and <br />WHEREAS, it appears that it is going to be necessary for this <br />County to participate in the purchase of road rights -of -away for State <br />Road 60 and in order to have sufficient funds for this purchase, it <br />will be necessary for this Board to borrow money to have funds available <br />when it becomes time for the road right-of-way purchase; and <br />WHEREAS, the Legislature of the State of Florida has set up a <br />program for the lending of funds to counties for Secondary Road Projects <br />and Primary Road Projects, which said program includes the use of these <br />funds for rights-of-way and for road^construction purposes; and <br />
