DEP Permit No . : 0166929-010-EM <br /> Indian River County, Florida <br /> Shore Protection Project - Sectors 1 and 2 <br /> Borrow Area Sediment Quality Assurance Plan <br /> Introduction <br /> The Indian River County Shore Protection Project was initially constructed in 2003 , and <br /> would be renourished to mitigate for the damages incurred as a result of Hurricanes <br /> Frances and Jeanne. The proposed project would place approximately 258,000 c .y. of <br /> sand between R-3 . 5 and R- 17 (approximately 12,900 feet) . The project would utilize two <br /> borrow areas — an offshore borrow area and the Sebastian Inlet Sand Trap. <br /> Three borrow sites have been permitted for this project — two offshore borrow areas and <br /> the Sebastian Inlet Sand Trap. The offshore borrow areas are designated as a Primary <br /> Borrow Area (previously permitted under the Sector 7 project) and a Secondary Borrow <br /> Area. The Primary and Secondary Borrow Areas are adjacent to one another, and are <br /> located approximately 15 nautical miles south of the south project fill limit, and is located <br /> within the Indian River Shoal complex. The borrow area resides between 7 ,000 and <br /> 10,000 ft offshore of the southern part of Indian River County, just north and directly <br /> offshore from Round Island Park (R- 118) , in the Atlantic Ocean. Dredging of the borrow <br /> area shall not exceed the lines and grades as specified in the contract Drawings and <br /> Documents for the project. The Primary and Secondary Borrow Areas are shown in <br /> Figures Ithough 4 . <br /> The Sebastian Inlet Sand Trap is located within the Sebastian Inlet, and was designed to <br /> trap sand during the flood tide. Approximately 105 ,000 c .y. of beach compatible sand <br /> will be dredged from the sand trap. The sand from the sand trap will be dredged and <br /> placed along the northern end of the project. The dredge disposal will be carefully <br /> monitored for material that is not compliant with Florida Statues. Figures 5 and 6 depict <br /> the sand trap and designed dredge cuts . <br /> This combined Borrow Area Sediment Quality Assurance/Quality Control Plan, as <br /> required by Rule 62B-41 .008( 1 ) (k)4 .b . , F.A.C . and Permit 0166929-010-EM Specific <br /> Condition Numbers 8 and 10(b), is written with the intent of: <br /> • Providing project-specific sediment quality specifications for the grain size <br /> distribution, color, and carbonate composition to ensure the sediment from the <br /> borrow area will meet the standard as set forth by Rule 6213-41 . 007(2)(j), F .A. C . ; <br /> • Furnishing quality control procedures for excavating sediment within the <br /> authorized horizontal and vertical limits of the permitted borrow area; <br /> • Supplying procedures for the monitoring and reporting of the quality of sediment <br /> as it is placed on the beach and following placement; <br /> • Identifying methods for altering or stopping construction and dredging operations <br /> if the sediment does not comply with the project specific sediment quality <br /> specifications; and <br /> 1 <br />
