C , <br /> Form SHIP AR/2009 <br /> The county , in conjunction with financial institutions , conducts a homebuyers ' educational workshop program for <br /> all applicants who request down payment/closi ng cost assistance (see attachments regarding homebuyers ' <br /> education program ) <br /> - Consumer Credit Counseling provides assistance to applicants through lenders and through the homebuyers ' <br /> educational workshops <br /> - The Indian River County Council on Aging provides various services to elderly and handicapped individuals <br /> including housing assistance <br /> - The Housing Authority and Economic Opportunity Council provide housing assistance to qualified households <br /> - County staff provide one on one assistance to applicants for completing SHIP applications , resolving credit <br /> problems , referring applicants to appropriate financial institutions for acquiring first mortgages , and providing <br /> other assistance as needed <br /> - County SHIP staff, in conjunction with local financial institutions , non- profit organizations , HUD staff, and others <br />, <br /> conducts information workshops in the Gifford area , Wabasso area , and Oslo area of the county which have a <br /> high percentage of minorities and low income households . <br /> Other Accomplishments <br /> - By the end of June 2008 , the Indian River County LHAProgram had approved 45 loans with FY 06- 07 funding . <br /> In administering the program , LHAProgram staff held several public meetings , placed newspaper <br /> advertisements , and sponsored radio advertisements and announcements . Because of these efforts , the <br /> LHAProgram is well known to the public , and there are many more eligible applicants than the county can assist <br /> with available SHIP funds . Photocopies of success stories , newspaper articles , and thank- you notes have <br /> already been sent to the Florida Housing Coalition . <br /> Availability for Public Inspection and Comments <br /> Annual report provided to the public through Affordable Housing Advisory Committee , Affordable Housing <br /> Partnership Group , county planning division , municipalities within the county , the Treasure Coast Builders <br /> Association , and the county website . Availability of the reports also advertised in the local newspaper . <br /> Default and Foreclosure <br /> Mortgage Foreclosures <br /> A . Very low income households in foreclosure : 1 <br /> B . Low income households in foreclosure : 0 <br /> C . Moderate households in foreclosure : 1 <br /> Mortgage Defaults <br /> A . Very low income households in default : 3 <br /> B .
