S . <br /> Since adoption of the County ' s Comprehensive Plan in 1990 , the County has <br /> established several new housing programs and regulations to address various <br /> housing problems . In addition , the County has reviewed all of its ordinances and <br /> regulations to determine if any unnecessarily increase housing costs .
