The District entered into a cost- share agreement in September 2003 to <br /> implement water quality Best Management Practices (BMPs) in Indian River County citrus groves . BMPs are <br /> on-farm operational procedures that are designed to achieve the greatest agronomic efficiency in the food and <br /> fiber production , while limiting the offsite effects of agricultural operations and simultaneously maintaining an <br /> economically viable farming operation for the grower. The objectives of this project are : 1 ) To increase the <br /> knowledge pertaining to citrus BMPs and water quality issues : 2 ) To increase water quality in the Indian River <br /> Lagoon (IRL) watershed; 3 ) To increase the acreage of citrus BMP implementation ; and 4) To reduce pollutant <br /> loads to the IRL . The objectives conform to the goals of the IRL Comprehensive Conservation and Management <br /> Plan (CCMP) and the Surface Water Improvement and Management Plan (SWIM) to implement new or <br /> improved BMPs for management of freshwater discharge of stormwater management . <br /> JUSTIFICATION FOR EXTENSION : The County has requested a no-cost time extension to allow additional <br /> time for the construction of structural BMPs . Field surveys and design of the BMP structures have <br />been <br /> completed . Two of the three BMP structures funded under this contract involves the installation of flash board <br /> risers and headwalls . The third is the excavation of an on- site retention pond .
