A <br /> that provide juvenile assistance and programs in accordance with <br /> the guidelines of HRS authorities and the State of Florida , <br /> which will provide Alternative Education , Before and After <br /> school assistance , and Foster care programs to increase <br /> marketability of high risk adolescents . Rehabilitative services <br /> and care for substance abuse victims and their families . <br /> ARTICLE 7 : The agency will have standards of financial <br /> accountability that conform to Attachment F of OMB Circular A - <br /> 110 ( Rev ) " Standards for Financial Management Systems . " <br /> ARTICLE 8 : The agency will contract with consultants who have <br /> expertise in housing development and management for low and <br /> moderate income residents . <br /> ARTICLE 9 : No part of the agency ' s earnings will be used to <br /> benefit any members , founders , contributors , or individuals . <br /> ARTICLE 10 : Membership in the agency will include the Board of <br /> Directors , contributors , and residents assisted by the agency ' s <br /> programs . <br /> ARTICLE 11 : The agency will hold quarterly community open forums <br /> where program beneficiaries will be encouraged to give advice <br /> concerning design , sitting , development and management of all <br /> affordable housing projects . <br /> ARTICLE 12 : The State of Florida may not appoint more than one - <br /> third of the agency ' s membership to the Board of Directors and <br /> no more than one - third of the Board of Directors will be public <br /> officials . <br /> ARTICLE 13 : The agency will not be controlled or seeks direction <br /> from any individual or entity seeking profit from the agency . <br /> ARTICLE 14 : The agency shall be free to contract for goods and <br /> services from vendors of its own choosing . <br />
