The flow of canal water will be mechanically screened and then pumped from the IRFWCD Lateral D <br />Canal into a pre-treatment pond, then through an algal turf scrubber system, then into a polishing pond, <br />and finally through a wood stork habitat area after which it is discharged into the IRFWCD Lateral C <br />Canal. The water ultimately flows into the Indian River Lagoon. <br />The first water quality BMP is mechanical screening. All water that is pumped to the Egret Marsh <br />facility will be screened by a mechanical bar screen with 1 -inch clear openings. The mechanical <br />screen will be a self-cleaning bar screen and it will discharge the screened debris into a dumpster for <br />transport to the Indian River County landfill. Therefore, all particles one -inch or larger in the canal <br />water sent to the Egret Marsh facility will be removed. <br />The second water quality BMP is a pre-treatment wet pond. While some biological activity will occur <br />in this pond, the primary purpose of the pre-treatment pond is to capture suspended solids and <br />floatables escaping the mechanical screens in the Lateral D Canal. The pre-treatment pond should <br />capture a large percentage of the heaviest suspended solids in the stormwater flow. The site contains <br />10 acres of wet ponds that will receive the full 10 MGD flow. <br />The third BMP is an algal turf scrubber system (ATS). The ATS consists of a mildly sloped HDPE <br />liner, overlain with a production geo-grid, intended to promote algal growth and associated organisms <br />(which is referred to as "algal turf'). Nutrients are removed through direct plant uptake and to some <br />extent, precipitation of phosphorus onto the cell walls. Wave motion is introduced to enhance the <br />exchange of metabolites between algal cells and the water medium. Algal biomass is harvested to <br />sustain a stabilized growth dynamic. <br />The fourth BMP in the treatment train is a final polishing pond where remnant suspended solids will <br />settle out of the treated water. From here, the water will flow into the last unit, which is a wood stork <br />habitat area, intended to offer sanctuary and feeding for the birds. Finally, the water will be discharged <br />into the Lateral C Canal where it will eventually flow into the Main Relief Canal and the Indian River <br />Lagoon. <br />The algal turf scrubber will be harvested using a small tractor that has a modified plastic scraper rake <br />to scrape the algae into an effluent flume. The harvested algae are then transported by water to an <br />automatic rake, where the algae is physically removed from the flow. The ATS system is nearly <br />identical to the operational 15 mgd Taylor Creek ATS System owned by the SFWMD in Okeechobee, <br />Florida. <br />A compost pad is provided to allow composting of wasted material. One of the assessments to be <br />completed is an evaluation of the ability of this system to create a reusable waste stream as an <br />alternative disposal technique to simply composting. <br />The project will be constructed in two phases. Phase I is the pollution control part of the project and it <br />will include the treatment system discussed above, including the wood stork habitat area. Phase II will <br />include significant landscaping and other aesthetic improvements to convert the facility into a passive <br />bird watching park and educational facility. <br />Scope Detail: <br />1. Contractor shall be responsible for completing surveys associated with site assessment <br />(topographic, geotechnical, tree, jurisdictional wetlands, etc) necessary to develop overall project <br />design. <br />2. The Contractor shall be responsible for the final project plan and implementation of the plan. The <br />project plan shall include surveys, construction drawings, time lines, detailed budget information, <br />bid documents and any subcontracts. Copies of all final plans shall be submitted to the <br />Department for review and approval. <br />3. The Contractor shall be responsible for obtaining all necessary permits/authorizations. <br />4. The Contractor shall notify the Department of the project start up dates at least 14 days prior to <br />commencement. <br />
