2 . Changes , modifications, or alterations in or to the Equipment other than approved <br /> upgrades and configuration changes. <br /> 3 . Deinstallation , relocation , or removal of the Equipment or any accessories, <br /> attachments or other devices. <br /> The Recipient shall be independently responsible for any and all charges not part of the initial service <br /> order. <br /> (2) NAWAS <br /> The Florida National Warning System ( NAWAS) is a U . S . Department of Homeland Security <br /> product that shall be monitored 24 hours a day/365 days a year. The U . S. Department of Homeland <br /> Security supplies the line and one handset to the recipient at no cost. Additional equipment, connections <br /> and handsets are the responsibility of the recipient. <br /> (3) VEHICLES <br /> Written approval from the Director of the Division of Emergency Management must be <br /> obtained prior to the purchase of any motor vehicle with funds provided under this Agreement. In the <br /> absence of such approval , the Division has no obligation to honor such reimbursement request. Any trade- <br /> in or resale funds received relating to any vehicle purchased under this subgrant is program income and <br /> must be applied toward the Recipient's Emergency Management Preparedness and Assistance (EMPA) <br /> Base Grant expenditures . <br /> (4 ) PROPERTY MANAGEMENT/PROCUREMENT <br /> (a) The recipient shall comply with applicable procurement rules and regulations in securing goods <br /> and services to implement the Scope of Work. Wherever required by law or otherwise permitted , the <br /> Recipient shall utilize competitive procurement practices. <br /> (b) Allowable costs shall be determined in accordance with Office of Management and Budget <br /> Circular A-1 02 - Common Rule . <br /> (c) Recipient agrees to use any equipment purchased under the terms of this Agreement <br /> for the purpose for which it was intended . <br /> 27 <br />
