Each bid shall be submitted in a sealed envelope and shall bear the name and address of the bidder on the outside and the words "4th Street Widening U . S . 1 to West of Old Dixie . " All bids , either mailed or walked in , will be received by the Purchasing Division , 2625 19th ' Avenue , Vero Beach , Florida , where they will be opened publicly and read aloud at 2 : 00 PM . All bids received after 2 : 00 P . M . , of the day specified above , will be returned unopened . ' INDIAN RIVER COUNTY PROJECT NO. 9205 INDIAN RIVER COUNTY BID NO. 6028 PROJECT DESCRIPTION: 4th Street widening and drainage Improvements ' All material and equipment furnished and all work performed shall be in strict accordance with the plans , specifications , and contract documents pertaining thereto , which may be obtained from Capital Proiects Division 2nd Floor County Administration Building 1840 25th Street , Vero Beach , Florida 32960 ( 772 ) 567-8000 extension 1384 . Copies of the plans and specifications containing the necessary contract documents may be obtained by deposit of a ' check made payable to Indian River County, in the amount of $ 75. 00 for each set, which represents cost of printing, handling, and mailing and which is non refundable. ' All bids shall be submitted in duplicate on the Bid Proposal forms provided within the specifications . A BID BOND must accompany each Bid , and be properly executed by the Bidder and by a qualified surety , or certified check or cashier's check on any bank authorized to ' do business in the State of Florida , in the sum of not less than Five Percent (5%) of the total amount bid , made payable to Indian River County Board of County Commissioners . In the event the Contract is awarded to the Bidder, he will enter into a Contract with the County and furnish the required Performance and Payment Bond .
