b . Records for the disposition of non-expendable personal property valued at $5 ,000 <br /> or more at the time it is acquired shall be retained for six years after final <br /> disposition. <br /> c. Records relating to real property acquired shall be retained for six years after the <br /> closing on the transfer of title. <br /> 3 . 3 DEVELOPER shall maintain all records for DEVELOPER and for all subcontractors or <br /> consultants who contract with the DEVELOPER for goods or services which are to be <br /> paid through the DEVELOPER from funds provided under this Agreement, including <br /> documentation of all program costs, in a form sufficient to determine compliance with the <br /> requirements and objectives of the Scope of Services - Appendix A and the Budget - <br /> Appendix F and all other applicable laws and regulations . <br /> 3 .4 DEVELOPER, its employees or agents, including all subcontractors or consultants who <br /> contract with the DEVELOPER for goods or services which are to be paid through the <br /> DEVELOPER from funds provided under this Agreement, shall allow access to its <br /> records related to all funds provided under this Agreement at reasonable times to <br /> DEPARTMENT, its employees, and agents. "Reasonable" shall ordinarily mean during <br /> the normal business hours of 8 : 00 am . to 5 : 00 p.m . , local time, on Monday through <br /> Friday . " Agents " shall include, but not be limited to, auditors retained by <br /> DEPARTMENT and/or COUNTY. <br /> ARTICLE IV — REPORTING <br /> 4 . 1 DEVELOPER shall provide COUNTY with monthly reports, during the period the DCA <br /> NSP Agreement is opened. The reports shall include information on all activities for <br /> which DEVELOPER is receiving funding. The reports shall include a narrative summary <br /> of progress and a financial statement on DEVELOPER expenditures for which <br /> DEVELOPER has contracted and the vendor has not received payment or DEVELOPER <br /> has not received reimbursement for payment to the vendor from the County during the <br /> reporting period. Reports may be submitted on the report form attached to this <br /> Agreement, Appendix K, or on another format containing the same information as found <br /> in Appendix K. Reports are due on the fifth day of each month, unless on an otherwise <br /> agreed upon schedule, and shall begin on the effective date of this Agreement and <br /> continue until all information concerning the project has been received by COUNTY for <br /> close-out. <br /> 4 . 2 DEVELOPER shall provide the Indian River Community Development Department with <br /> additional program information as requested. <br /> 4 . 3 The grant close-out report is due to COUNTY 30 days after termination of this <br /> Agreement or 30 days after completion of the strategies contained in this Agreement , <br /> whichever first occurs . <br /> 5 <br />
