50- mile EPZ include all or portions of St. Lucie , Indian River , Glades , Osceola Okeechobee , <br /> Brevard , Highlands , Palm Beach , and Indian River. <br /> 4. 2. 1 . 1 Vulnerability Assessment <br /> Radiological accidents can have the following potential impacts on a community : <br /> • Electric power outage ; <br /> • Surface and air transportation disruption ; <br /> • Telecommunications system outage ; <br /> • Human and health safety ; <br /> • Psychological hardship ; <br /> • Economic disruption ; <br /> • Disruption of community services ; <br /> • Damage to critical environmental resources ; and <br /> • Toxic releases . <br /> Because of its location relative to the St . Lucie nuclear power plant parts of Indian <br /> River County have a high vulnerability to a nuclear power plant accident or nuclear materials <br /> release . While the County' s level of vulnerability is high , the frequency with which nuclear <br /> power plant accidents occur is very low, and the overall risk to the citizens of Indian River <br /> County is therefore considered low. Nuclear emergency in Indian River County has received <br /> massive emergency management attention at all levels of government . Emergency <br /> management planning and regulation relative to nuclear power plant accidents exists at the <br /> %W Federal , State , local , and corporate levels . <br /> 4. 2. 1 . 2 Risk Assessment <br /> At the time of publication , no data were available to determine the potential loss <br /> associated with a radiological accident in Indian River County . <br /> 4 .2 .2 Power Failure <br /> Power failure can result from a variety of related causes , including sagging lines <br /> due to hot weather, flashovers from transmission lines to nearby trees , and incorrect relay <br /> settings . According to the electric utility industry's trade association , the potential for such <br /> disturbances is expected to increase with the profound changes now sweeping the electric <br /> utility industry . <br /> To address times when generating capacity is tight, or falls below consumer <br /> demand due to State or local emergencies , the Florida Electrical Emergency Contingency <br /> Plan was developed . Alerts have been created to give early warning of potential electricity <br /> shortfalls and bring utilities , emergency management officials , and the general public to a <br /> state of preparedness . The Contingency Plan has four stages ( Florida Reliability <br /> Coordinating Council , 2004 ) : <br /> • Generating Capacity Advisory — A Generating Capacity Advisory is primarily <br /> for information purposes . It starts utility tracking activities , and it initiates <br /> *,, inter- utility and inter-agency communication . No action by the public is <br /> 4- 54 <br />
