Industrial espionage ; <br /> Terrorism - including various disruptive operations ; and <br /> National intelligence - information warfare , intended disruption f military <br /> operations . <br /> The effects of such activities may take the form of disruption of air traffic controls , <br /> train switches , banking transfers , police investigations , commercial transactio s , defense <br /> plans , power line controls , and other essential functions . As the Internet becomes more and <br /> more important , the loss of its services , whether by accident or intent , becomes a greater <br /> hardship for those relying on this new form of communication . Computer failures could affect <br /> emergency communications as well as routine civilian applications , such as telephone <br /> service , brokerage transactions , credit card payments , Social Security payme ts , pharmacy <br /> transactions , airline schedules , etc . <br /> 4. 3. 1 . 3 Vulnerability Assessment <br /> Terrorism and sabotage events can have the following potential irT pacts within a <br /> community : <br /> Electric power outage ; <br /> Surface and air transportation disruption ; <br /> Potable water system loss or disruption ; <br /> Sewer system outage ; <br /> • Telecommunications system outage ; <br /> 1,, . Human health and safety; <br /> Psychological hardship ; <br /> Economic disruption ; <br /> Disruption of community services ; <br /> Damage to critical environmental resources ; <br /> Damage to identified historical resources ; <br /> Fire ; and <br /> Toxic releases . <br /> The possibilities for terrorism and sabotage in Indian River County are extremely <br /> limited , and the County' s vulnerability to this hazard is very low . The City of Vero Beach has <br /> a slightly higher vulnerability to terrorism as the center of government , but this vulnerability is <br /> still considered low. The towns of Indian River Shores and Orchid have a slightly higher risk <br /> of what may be described as "celebrity terrorism " due to the national prominE nce of some of <br /> their citizens , but the overall community vulnerability still remains low. <br /> 4 . 3 . 2 Civil Disturbance <br /> As in any other area , Indian River County is subject to civil disturbances in the <br /> form of riots , mob violence , and a breakdown of law and order in a focalized area . <br /> Communities with racial mixtures , gang violence , and drug trafficking are increasingly aware <br /> of the need to plan for civil disturbance emergencies ( Indian River County Department of <br /> Emergency Services , 2002 ) . Although they can occur at any time , civil disturbances are <br /> often preceded by periods of increased tension caused by questionable social and/or political <br /> 'rr events such as controversial jury trials or law enforcement actions ( Indian River County <br /> 4-63 <br />
