assessed as having a moderate wildland fire risk due to its location and development <br /> patterns . <br /> The Town of Fellsmere is less vulnerable to the impacts of tropical storms and <br /> hurricanes due to its location west of 1 -95 ; however , its rural nature , makes it more <br /> susceptible to the impacts of wildland fires . <br /> Indian River County is a large and diversified County , and while all County <br /> residents are exposed to some degree to the hazards identified in Table 4 .22 geographic <br /> location as well as other factors greatly affects individual vulnerabilities to specific hazards . <br /> While there are only five incorporated jurisdictions in Indian River County , there are several <br /> geographically distinct urbanized population centers , and their relative vulnercabilities have <br /> also been indicated in Table 4 .22 . <br /> Because mitigation dollars tend to be scarce , it is important for communities to <br /> use the dollars on projects or activities that are cost effective . FEMA has made cost <br /> effectiveness a requirement of funding for most of their programs . Cost-effec ive projects are <br /> those that aim to reduce , if possible , the frequency , vulnerability , and exposure of hazards in <br /> the community .
