By hardening these facilities , the chance of them being <br /> %W impacted by storm events can be significantly reduced . <br /> • As the amount of trucking on Interstate 95 increases in the future , the <br /> probability of truck rollovers and spilling of toxic contaminants ill continue to <br /> increase , and hazard management teams need to plan now for this <br /> eventuality . <br /> • The Florida East Coast Railroad passes through several areas of coastal <br /> urban population and development , putting an ever increasing number of <br /> people at risk from train derailment and potentially significant toxic materials <br /> spills . <br /> PROJECT PRIORITIZATION LIST ( PPL) <br /> Indian River County government , as well as the individual cities , have already <br /> implemented numerous mitigation projects such as <br /> installing storm shutters on public buildings ; <br /> retrofitting stormwater drainage systems ; <br /> • raising finished floor elevation to 18 inches above base elevation ; <br /> • distributing informative publications on hurricanes to local residents ; and <br /> • installing emergency generators at key critical facilities . <br /> The objective of developing a unified , countywide PPL for mitigatio projects is to <br /> allow the Indian River County City and County governments to better focus their mitigation <br /> efforts and dollars . The existence of this list will speed local receipt of Federa disaster <br /> %W mitigation funds after a disaster, and will place Indian River County in a more competitive <br /> position when competing for other, non-disaster-related mitigation grant funds <br /> To develop the PPL , each local government was invited to submit a list of <br /> mitigation projects for inclusion in the unified , countywide list . A project prioritization <br /> methodology was developed by the Working Group as a means of scoring each project and <br /> developing a ranked list of projects . The Indian River County LMS Working Giroup last <br /> updated the PPL in September 2003 . <br /> Developing this PPL is not a one-time process . To be effective this list must be <br /> dynamic . It will need to be revised as old projects are accomplished and new hazards or <br /> increased vulnerabilities are identified . The PPL process will be implemented on an ongoing <br /> basis . <br /> UPDATING PROCESS <br /> Like all local comprehensive planning efforts , the LMS itself will need to be <br /> reviewed and updated from time to time to ensure that it adequately addresseC the various <br /> types of hazards currently facing the community. An LMS updating process was prepared <br /> and adopted by the Working Group . The Indian River County LMS will be updated every <br /> 5 years . <br /> ES-3 <br />
