1 . 2 PLANNING PROCESS <br /> The Indian River Department of Emergency Services ( DES ) was the lead agency <br /> in the development of this LMS . An agreement was entered into by and between the State <br /> of Florida , Department of Community Affairs ; and the Treasure Coast Regional Planning <br /> Council (TCRPC ) , who in turn contracted with Continental Shelf Associates , Inc . ( CSA) to <br /> develop and facilitate the following planning process . CSA gathered all releva t background <br /> data , developed the content and facilitated the meetings of the Indian River County LMS <br /> Working Group , and developed proposed strategies for risk reduction in the County . <br /> The development of DMA2K has placed greater emphasis on the process <br /> undertaken to develop a mitigation plan rather than the end product. In an effort to better <br /> define the planning process used to develop the Indian River County LMS , the following <br /> process description and diagram have been developed ( Figure 1 . 1 ) . This LMS document : <br /> • CSA worked with DES to establish and convene an LMS Workin g Group to <br /> oversee the LMS planning process . (Section 1 . 3 . 1 ) ; <br /> CSA and DES identified opportunities for individuals , jurisdictions , community <br /> organizations , and other interested stakeholders to become invo ved in the <br /> LMS planning process ; <br /> • The Working Group developed and revised guiding principles for Indian River <br /> County (as a single entity composed of both the County and municipal <br /> entities ) to use to address the issue of hazard mitigation ; <br /> • CSA developed a community profile describing the County in terms of <br /> 'O' geography , population , infrastructure , economic resources , environmental <br /> resources , historic and cultural resources , critical facilities , and property and <br /> development trends ( Section 2 . 0 , Community Profile ) ; <br /> • CSA reviewed and evaluated the existing legal , regulatory , and response <br /> framework in place to deal with hazard mitigation (Section 3 . 0 , Institutional <br /> Analysis ) ; The following key documents were reviewed as part of this <br /> capability assessment: <br /> Indian River County Comprehensive Growth Management Plan <br /> ( Mandatory Elements : Future Land Use , Transportation , Infrastructure , <br /> Conservation , Coastal Management , Intergovernmental Coordination , <br /> Housing , Recreation and Open Space , and Capital Improvements ) ; <br /> Indian River County Land Development Code ; <br /> Indian River County Comprehensive Emergency Management Plan ; <br /> Indian River County FMA and Community Rating System related plans ; <br /> Indian River County Planning Division July 2003 Community <br /> Development Report; <br /> Indian River County Gifford Neighborhood Plan ; <br /> Vero Beach Comprehensive Plan ( Mandatory Elements : Future Land <br /> Use , Transportation , Infrastructure , Intergovernmental Coordination , <br /> Conservation , Housing , Recreation and Open Space , Coastal <br /> Management , and Capital Improvements) ; <br /> Sebastian Comprehensive Growth Management Plan ( Mandatory <br /> Elements : Future Land Use , Transportation , Infrastructure , Housing , <br /> Recreation and Open Space , Intergovernmental Coordination , <br /> 'o. ► Conservation , Coastal Management , and Capital Improvements ) ; <br /> 1 -3 <br />
