3. 1 . 1 . 3 Community Rating System (CRS) <br /> The NFIP 's CRS was implemented in 1990 as a program for recognizing and <br /> encouraging community floodplain management activities that exceed the minimum NFIP <br /> standards . Under the CRS , flood insurance premium rates are adjusted to refl Bct the <br /> reduced flood risk resulting from community activities that meet the three goalc. of the CRS : <br /> 1 ) reduce flood losses ; 2 ) facilitate accurate insurance rating ; and 3 ) promote tie awareness <br /> of flood insurance . There are ten CRS classes : Class 1 requires the most credit points and <br /> gives the largest premium reduction ; Class 10 receives no premium reduction . The CRS <br /> recognizes 18 creditable activities , organized under four categories numbered 300 through <br /> 600 : Public Information , Mapping and Regulations , Flood Damage Reduction , and Flood <br /> Preparedness . <br /> 3. 1 . 1 . 4 Map Modernization <br /> The goal of FEMA's Map Modernization Plan is to upgrade the 100 , 000 panel <br /> flood map inventory by <br /> • developing up-to-date flood hazard data for all floodprone areas nationwide to <br /> support sound floodplain management and prudent flood insurance <br /> decisions ; <br /> providing the maps and data in digital format to improve the efficiency and <br /> precision with which mapping program customers can use this information ; <br /> fully integrating FEMA's community and State partners into the -napping <br /> process to build on local knowledge and efforts ; <br /> • improving processes to make it faster to create and update themaps ; and <br /> • improving customer services to speed processing of flood map Drders and <br /> raise public awareness of flood hazards . <br /> 3. 1 . 1 . 5 Flood Mitigation Assistance (FMA) Program <br /> The goal of the FMA Program is to reduce or eliminate claims under the NFIP . <br /> FMA provides funding to assist states and communities in implementing measures to reduce <br /> or eliminate the long -term risk of flood damage to buildings , manufactured homes , and other <br /> structures insurable under the NFIP . There are three types of grants available under FMA: <br /> Planning , Project, and Technical Assistance Grants . <br /> 3. 1 . 1 . 6 National Hurricane Program <br /> The National Hurricane Program conducts and supports many projects and <br /> activities that help protect communities and their residents from hurricane hazards . Three <br /> key components of the Program are Response and Recovery ; Planning , Training , and <br /> Preparedness ; and Mitigation . <br /> 3. 1 . 1 . 7 Other Programs <br /> The National Mitigation Strategy was developed to provide a framework for <br /> reducing the exposure of all Americans to the catastrophic losses caused by natural <br /> err disasters . In addition , FEMA sponsors the Mitigation Assistance , Disaster Preparedness <br /> Improvement Grant, Community Assistance , and Fannie Mae Pilot Loan Programs , <br /> 3-2 <br />
