It provides citizens with the knowledge necessary to maintain an acceptable level of fire readiness , while ensuring firefighters that they can use equipment more efficiently during a wildland fire emergency. The program draws on a community's spirit , its resolve , and its willingness to take responsibility for its ignition potential . 3 . 2 . 2 Institute for Business and Home Safety ( IBHS) IBHS is a nonprofit association that engages in communication , education , engineering , and research . The goal of IBHS is to reduce deaths , injuries , property damage , economic losses , and human suffering caused by natural disasters . 3 . 2 . 3 ARC Although the ARC is not a government agency , its authority to provide disaster relief was formalized when , in 1905 , the ARC was chartered by Congress to " carry on a system of national and international relief in time of peace and apply the same in mitigating the sufferings caused by pestilence , famine , fire , floods , and other great national calamities , and to devise and carry on measures for preventing the same .
