"To minimize the potential for damage from floods by protecting and <br /> restoring the natural water storage and conveyance functions of <br /> floodprone areas with preference given to the use of non -structural <br /> surface water management methods . " <br /> In addition to private applicants , local units of government involved in building <br /> new stormwater systems or retrofitting older ones are required to petition the District for a <br /> surface water management permit approval . <br /> Besides its flood control responsibility , the District is charged with the <br /> responsibility of protecting existing water resources from excessive drawdown during <br /> periods of drought, and protecting welifields and aquifers from contamination . The District' s <br /> overall goal for water supply is <br /> "To ensure the availability of an adequate and affordable supply of water <br /> from all reasonable - beneficial uses while protecting the water and <br /> related resources of the District. " <br /> Also , the District administers the " Save Our Rivers" program for the purpose of <br /> protecting environmentally sensitive lands . A number of the lands purchased under the <br /> program have been in the Coastal High Hazard Area ( CHHA) ; thus , in addition to achieving <br /> the program's primary goal - the protection of environmentally sensitive resources , the <br /> intensity and density of development in CHHAs are reduced . <br /> The SJRWMD is undergoing three flood mitigation projects on the Upper <br /> St . Johns River Basin . Two of the projects are focused on increased stormwater storage at <br /> the Fellsmere Water Management Area and the Banjo Groves Restoration . The third project <br /> is focused on flood protection improvement in the Kenansville Lake area . Thee are two <br /> mitigation projects associated with the Indian River Lagoon Program , The Sebastian <br /> Stormwater Park is mitigating the flood hazard by increasing stormwater storage <br /> capabilities . The Sebastian River Water Control District is mitigating the flood hazard by <br /> replacing radial gates to improve the efficiency of floodwater discharge . <br /> 3 . 5 COUNTY GOVERNMENT <br /> 3 . 5 . 1 Listing of Agencies <br /> Within the existing Indian River County organization structure , there are a <br /> number of departments that play key roles in hazard mitigation . They include DES , <br /> Community Development Department, and the Department of Public Works . <br /> DES. The DES is composed of five divisions : Emergency Management , <br /> Radiological Preparedness , Fire Services , Emergency Medical Services , and Animal <br /> Control . In terms of hazard mitigation , the Emergency Management Division has the lead <br /> role in dealing with hazard - related events . In that role , one of the Division ' s important <br /> functions involves overall coordination responsibility during emergency events , The County <br /> Comprehensive Emergency Management Plan ( CEMP ) serves as the countywide <br /> operational management plan for emergency events . It defines the roles and functions of all <br /> local governmental agencies and non- profit and private sector entities ( e . g . , ARC , Florida <br /> `.r Power & Light) . Another important function that is highly visible is fire protection . The <br /> County provides fire protection in all areas of the County with the exception ol Indian River <br /> 3- 10 <br />
