CGMP. The CGMP is the County' s policy instrument that defines County policy <br /> as it relates to development and redevelopment . The Plan consists of nine plan elements : <br /> Conservation , Coastal Management , Infrastructure (i . e . , potable water, sanitary sewer , <br /> stormwater management , solid waste , natural aquifer recharge) , Future Land Use , Housing , <br /> Recreation and Open Space , Transportation , Intergovernmental Coordination , and Capital <br /> Improvement . Seven of nine plan elements address hazards . Table 3 . 1 identifies what <br /> types of hazards are addressed by each plan element . A complete listing of Goals , <br /> Objectives , and Policies in the Indian River County Comprehensive Growth Management <br /> Plan that relates to hazard mitigation is in Appendix A. The following highligh s a few key <br /> policies in the Comprehensive Plan that address the issue of hazard mitigation : <br /> Regulate development of areas that are prone to flooding and areas within <br /> the 100-year floodplain in a manner that is consistent with the regulations <br /> established by the NFIP ; <br /> The County shall not approve plan amendments that increase tie residential , <br /> density or land use intensity in the CHHA; <br /> The County shall limit densities in the CHHA to ensure timely evacuation of <br /> the barrier island ; <br /> The County shall prohibit new development of adult congregatE living <br /> facilities , nursing homes , homes for the aged , total care facilities , and similar <br /> developments within the CHHA ; <br /> The County will continue its activities to retrofit the Vero Lakes Estates <br /> drainage system ; <br /> By 2008 , the County shall consider establishing a stormwater utility to fund <br /> maintenance and improvements of existing stormwater management <br /> facilities ; <br /> By 2002 , the County will have adopted a comprehensive floodp Iain <br /> management plan approved by the FEMA ; <br /> Only structures vulnerable to erosion from a 15 year or less storm event shall <br /> be permitted to construct rigid shoreline stabilization structures and <br /> • The County has established Local Road Protection Level -of- Service <br /> standards : <br /> 3-year storm/24 hour duration - no flood encroachment outside existing <br /> easement and right-of-way limits ; <br /> 10-year storm/24 hour duration - limited encroachment of stormwater in <br /> front and rear yards ; <br /> 5-year storm/24 hour duration - greater encroachment of stormwater in <br /> front and rear yards with no minor street flooding (2- inch maximum ) ; and <br /> - 100-year storm/3 days duration - some street flooding , but no flooding of <br /> existing and proposed residences . <br /> County CEMP. The County Commission has an adopted CEMP , t is an <br /> operations oriented document that establishes the framework for effective ma lagement by <br /> the County during emergencies and disasters . The CEMP addresses a broac range of <br /> hazards . They include <br /> • hurricanes and tropical storms ; <br /> • flooding ; <br /> • hazardous materials ; <br /> 3- 12 <br />
