The East Indian River County Master Stormwater Management Plan <br /> addresses issues of flooding , erosion , and water quality in the County . The County is <br /> proposing an ordinance modification to address construction site stormwater runoff control <br /> through the Indian River County National Pollutant Discharge Elimination System ( NPDES ) <br /> Phase II Permit process . <br /> 3 . 5 .3 County Mitigation Projects/Initiatives <br /> There are a number of projects and initiatives the County has imple ented to <br /> mitigate potential damage resulting from various hazards . See Table 3 . 2 for a summary of <br /> projects and programs . Most are related to flooding and hurricanes . Through the Indian <br /> River County Environmental Lands Program , the County has purchased a number of <br /> ,% „ important parcels in the CHHA. Most were purchased because they exhibited <br /> environmentally significant habitat; however , the County also gains by reducing the intensity <br /> and density of development in a high risk area , the CHHA. <br /> Also , the County , like other local governments in Florida , has revis d its building <br /> code since Hurricane Andrew struck south Florida in 1992 . The code now requires a finish <br /> floor elevation at 6 inches above minimum 100-year flood level . The County' s building code <br /> also requires corrosion resistant hurricane clips , water resistant adhesives for shingles , and <br /> trusses manufactured in accordance with local wind models . <br /> The County has taken a variety of actions to mitigate the impact of coastal <br /> erosion along its shoreline . In 1996 , the County installed an offshore breakwater , the <br /> Prefabricated Erosion Prevention reef, offshore of a 3 , 000 -foot segment of shoreline in <br /> downtown Vero Beach that had experienced significant damage in the Thanksgiving storm <br /> of 1984 . Since installation , the adjacent beach has stabilized . In response to Hurricanes <br /> Floyd and Irene 1999 , the County , with funding from FEMA, placed 65 , 000 cubic yards of <br /> sand at eight locations in the County to rebuild areas of dune that had been damaged by the <br /> storms . In 2003 , the County completed its first large-scale beach restorationroject, placing <br /> 535 , 505 cubic yards of sand along 2 . 5 miles of beach in northern Indian Rive County , in the <br /> only area of the barrier island subject to overwash from a Category 3 hurricane . <br /> Private property owners have also taken measures to prevent damage from <br /> coastal erosion . There are currently 37 seawalls and other coastal armoring structures in <br /> Indian River County , protecting a total of 6 ,461 feet of developed property . <br /> r• <br /> 3- 15 <br />
