\.► The County' s Beach Preservation Plan , implemented in 1988 , provides long -term <br /> strategies for coastal management and sets up a revenue source for shoreline protection <br /> activities in Indian River County. <br /> To inform the public about the dangers as well as measures citizen need to take <br /> to protect their property as well as themselves , the County has prepared a hur icane <br /> preparedness video , which is available to the public upon request . The County distributes <br /> the video to local television stations to be used for public announcement segments to <br /> remind the public of being prepared for the upcoming hurricane season . The ES has <br /> various informational brochures available for general distribution to the public . <br /> Emergency Management staff attend various conferences and seminars during <br /> the year and are involved in emergency preparedness drills . Building inspectors are <br /> provided opportunities to attend professional development seminars as a means of keeping <br /> them up-to-date on new construction methods that mitigate the effects of hazards . <br /> The County Community Development Department engages in a number of <br /> mitigation activities including the following : <br /> • Abandoned artesian well plugging program ; <br /> • Environmental Lands Program ; <br /> NFIP Community Rating Systems Program ; <br /> Maintenance of drainage canals and ditches ; <br /> Annual letter to flood insurance providers ; <br /> �r . BellSouth Yellow Pages/Phone Book Hurricane Preparedness Flood <br /> Protection Information Pages ; and <br /> Beach renourishment programs . <br /> The Department of Public Works engages in a number of mitigatio 1 activities <br /> including : <br /> Developing and distributing stormwater awareness brochures ; <br /> NPDES Stormwater Phase II Permits ; <br /> East Gifford Stormwater Improvement Project; <br /> East Gifford Middle School Science Department Adopt-a- Pond <br /> Main Relief Canal Pollution Control Structure — Preliminary Engineering ; <br /> South Relief Canal Pollution Control Structure — Preliminary Engineering ; <br /> • Egret Marsh Regional Stormwater Park — Preliminary Engineering Report; <br /> and <br /> East Roseland Stormwater Improvement Project . <br /> 3 . 6 MUNICIPALITIES <br /> Within Indian River County , there are five municipalities : Town of Fellsmere , <br /> Town of Indian River Shores , Town of Orchid , City of Sebastian , and City of Vero Beach . <br /> There is a wide variation among each jurisdiction in terms of community character. This <br /> difference in type of community character ( i . e . , degree of urbanization , size of population , <br /> location ) , affects the perception of each towards specific hazards . Certainly t ere are <br /> hazards that all jurisdictions , regardless of the community character, have concern over -- <br /> such as flooding , hurricanes , and tornadoes .
