Overseeing the <br /> construction of capital projects is a responsibility of the contract engineer . <br /> 3 . 6 .2 Municipal Mitigation Policies and Ordinances <br /> Municipal Comprehensive Plans. Like the County , each municipali has an <br /> adopted Comprehensive Plan . They serve as a policy instrument for each city , and defines <br /> the particular city' s development and redevelopment policies . All plans , with the exception <br /> of City of Fellsmere , contain the required nine plan elements : Conservation , Coastal <br /> Management , Infrastructure ( i . e . , potable water, sanitary sewer, stormwater m nagement , <br /> solid waste , natural aquifer recharge ) , Future Land Use , Housing , Recreation and Open <br /> Space , Transportation , Intergovernmental Coordination , and Capital Improvement . Six of <br /> the nine plan elements address hazards . Table 3 . 1 summarizes in a matrix format by <br /> municipality , type of hazards by plan element (see page 3- 13 ) . <br /> Each municipal comprehensive plan has been reviewed . Specific <br /> mitigation- related objectives and policies have been identified and have been described and <br /> cross- referenced in Appendix A. <br /> Regardless of municipality , most hazard - related issues are addressed in four <br /> plan elements of the Comprehensive Plan : Conservation , Future Land Use , Infrastructure , <br /> and Coastal Management (exception being Fellsmere) . While local governme It <br /> comprehensive plans have a lot of similarities in their objectives and policies , there are <br /> variations . Some of the variations are highlighted below. <br /> Fellsmere. <br /> • The Town plugs abandoned , free flowing artesian wells . <br /> • The Town " shall develop an emergency response plan to handle. accidents <br /> involving hazardous waste and shall include provisions for the protection of <br /> natural resources . " <br /> Note : Being a community that is not located in the coastal zone (as defined by <br /> Chapter 380 , F . S . ) , the City of Fellsmere 's Comprehensive Plan does not contain a Coastal <br /> Management Element ; therefore , issues relative to hurricanes and hazard mitigation are not <br /> required to be addressed . <br /> Town of Indian River Shores. <br /> • After a storm , the Planning , Zoning & Variance Board becomes the Public <br /> Facilities Review Committee , and the members are responsible for <br /> determining the appropriate restoration/reconstruction alternatives for <br /> damaged public facilities . <br /> • It is the policy of the Town to maintain a contingency fund that i used as <br /> match money for recovery activities after a storm . <br /> • Water conservation is emphasized in the Conservation Element , Use of <br /> native plants and water saving plumbing fixtures in new develor ments , and <br /> prohibiting use of potable water sources for irrigation where no - potable <br /> alternative sources are available . <br /> 3- 19 <br />
