Existing municipal hazard mitigation projects and <br /> programs are summarized in Table 3 . 2 (see page 3 - 16 ) . The following provides a brief <br /> discussion of the accomplishments of each jurisdiction . <br /> Town of Fellsmere. In 1997 , the Town paved and improved the drainage <br /> systems along several streets . Also , the Town carries out regularly scheduled maintenance <br /> of its stormwater drainage system . <br /> Being a non -coastal jurisdiction , the Town 's Comprehensive Plan does not <br /> contain a coastal management element ; therefore , there is no focus on disaster <br /> preparedness issues such as hurricanes or flooding as coastal communities must address in <br /> their coastal management elements . <br /> The Town is in the NFIP , and has been a participant in the CRS program since <br /> 1999 . Fellsmere currently has a CRS rating of 8 , which enables residents to receive a <br /> 10 % reduction in their NFIP rates . Fellsmere is thus eligible to receive funding from the <br /> NFIP's Flood Mitigation Program to correct drainage problems . <br /> Town of Indian River Shores. In Indian River Shores , both the Town Hall and <br /> Public Safety Offices have been shuttered for many years . Over the past 5 years the Town <br /> has taken other steps to become more disaster resistant. In 1996 , a drainage structure was <br /> constructed to divert stormwater runoff from direct discharge to the Indian River to discharge <br /> to a mosquito impoundment . The Town is working with the Florida Department of <br /> Transportation to rectify a flooding problem that occurs along SR A1A , immediately in front <br /> `W of the Town Hall within fiscal year 1998-99 . <br /> Indian River Shores is in the NFIP . The Town also participates in t e NFIP CRS <br /> program . Based on the activities that the Town undertakes to mitigate flood damage , the <br /> Town has a CRS rating of 8 . A rating of 8 enables Indian River Shores residents to receive a <br /> 10 % reduction in their NFIP rates . In addition , the Town is eligible to seek FMA funds to be <br /> used to remedy flooding problems . <br /> The Town has an Emergency Operations Plan and conducts two hurricane <br /> evacuation drills each year. Building officials frequently attend seminars and conferences to <br /> advance skills and increase their knowledge of building construction techniques as they <br /> relate to hurricanes and flooding . <br /> The Town distributes leaflets and pamphlets to promote and inform their <br /> residents about steps that they can take to reduce potential damage resulting from <br /> hurricanes and flooding . <br /> Town of Orchid. Orchid has no emergency operations plan . It adheres to the <br /> County Emergency Operations Plan . Annually, the Town conducts two mock hurricane <br /> drills . <br /> City of Sebastian . The City has taken a number of actions to reduce its <br /> vulnerability to hazards . They include capital projects such as , shuttering City Hall Complex , <br /> and installing a new emergency power generator at the city maintenance garage . <br /> Improvements to North Bridge , which crosses the Sebastian River are under construction , <br /> 3-22 <br />
