Many <br /> services provided by Indian River County' s community organizations can help to achieve the <br /> goals of hazard mitigation identified in this mitigation strategy. The following lists provide <br /> information on services provided by organizations that work within Indian River County to <br /> reduce the risks posed by disasters . All participating organizations of the LMS Working <br /> Group were invited to provide information ; only those who responded are included below . <br /> 31 * 1 ARC <br /> The ARC is active in promoting hazard preparedness and mitigatior in Indian <br /> River County . Their efforts include <br /> • Masters of Disasters Education Program ; <br /> • Facing Fear Education Program ; <br /> • Community Disaster Education ; <br /> • Disaster Resistant Neighborhoods Program ; <br /> • Disaster Drills ; <br /> • Evaluation of structures to be used as shelters ; <br /> • Conduct volunteer training courses ; <br /> • Cardiopulmonary Resuscitation ( CPR) and First Aid courses ; <br /> • Disaster planning assistance to local businesses ; and <br /> • Hurricane preparedness and mitigation fliers . <br /> 3 . 8 INTERGOVERNMENTAL COORDINATION <br /> �r <br /> Disasters know no boundaries ; governments and service providers must work <br /> together to strengthen communities against the loss of life and property . An essential <br /> element of the hazard mitigation process is intergovernmental coordination . C Dordination is <br /> important not only horizontally at the local level between County , municipalities , non- profit <br /> organizations , and the private sector, but also vertically with key State and Fec eral <br /> agencies . Besides the potential of the LMS initiative , there are several other c Dordination <br /> mechanisms that already exist . They are described briefly below. <br /> 3 . 8 . 1 Metropolitan Planning Organization ° <br /> The Metropolitan Planning Organization , commonly known as the MPO , <br /> coordinates local , State , and Federal funding for thoroughfare improvements , The policy <br /> board is comprised of elected officials from the County and five municipalities . Two key <br /> policy documents of the MPO are the long - range transportation plan and the 5--year <br /> transportation improvement plan (TIP ) . The TIP identifies and schedules all future roadway <br /> improvements in the near-term . The MPO is housed in the Indian River County Community <br /> Development Department . <br /> 3 . 8 . 2 Local Government Comprehensive Plans <br /> One mechanism to achieve intergovernmental coordination is the local <br /> comprehensive plan . As previously described , each comprehensive plan contains an <br /> intergovernmental coordination plan element . <br /> 3-24 <br />
