,%Wprone area within this sub- basin , located along the Main Relief Canal from Country Club <br /> Drive to the Indian River Lagoon , is a portion of the IRFWCD that extends 1 mile east to <br /> west and 1 /2 mile north to south . The flood elevations range from 6 feet at th west end to <br /> 8 feet at the junction of the Main Relief Canal to the Indian River Lagoon ( Indian River <br /> County Public Works , 2002 ) . <br /> South Relief Canal Sub-Basin. A portion of the largest flood prone area within <br /> the IRFWCD is located in this sub- basin . The approximate boundaries of this flood prone <br /> area are as follows : South Relief Canal to the north , 43rd Avenue to the east , 74th Avenue to <br /> the west, and the St . Lucie County line to the south . The flood elevations int is area range <br /> from 21 to 24 feet. This area floods due to the limited discharge capacity oft the relief canals <br /> and low elevation . The other flood prone area in this sub- basin is located along the Lateral <br /> "J " Canal ; it is a '/<- mile wide area that extends from 13th Street southeast tot e St . Lucie <br /> County line . Flood elevations are from 19 to 21 feet ( Indian River County Public Works , <br /> 2002 ) , <br /> The Department of Public Works has identified the following areas as being <br /> chronically flooded : <br /> 35th Avenue south of 12th Street ; <br /> U . S . Highway 1 at 10th Street; <br /> CR 512 at North County Park ; <br /> • 27th Avenue between 4th Street and 5th Street SW ; and <br /> Old Dixie Highway between 4th Street and Oslo Road . <br /> 4. 1 . 1 . 3 Risk Assessment <br /> Flooding is the single hazard producing the most recurrent impact in Indian <br /> River County . All communities within Indian River County are highly vulnerab a to flooding , <br /> but they are not all vulnerable for the same reasons . The barrier island comrr unities <br /> (Town of Orchid , Indian River Shores , and the beach side of the City of Vero each ) are <br /> obviously highly vulnerable to storm surge damage from hurricanes . The communities of <br /> Sebastian and Orchid , located near the Sebastian Inlet and along the Sebastian River , also <br /> are highly vulnerable to flooding associated with hurricane winds and stormsurge . The <br /> mainland portion of the City of Vero Beach is less vulnerable to oceanic storrr surge due to <br /> its location between inlets . Wind packing of the water within the Indian River ay still <br /> produce substantial flooding along the riverfront . Communities away from the water such as <br /> Fellsmere and the urbanized areas along Route 60 west of Vero Beach are more vulnerable <br /> to wind damage from hurricanes and flooding associated with rain rather than storm surge . <br /> The risk assessment data for flooding in Indian River County are based on data <br /> developed for the MEMPHIS ( Mapping for Emergency Management , Parallel Hazard <br /> Information System ) developed by the FDCA . <br /> Table 4 . 4 illustrates the number and value of structures in each of the <br /> FEMA- identified flood zones . The zone with the highest number of structures structure <br /> value , and people is the X zone , which is known as the 500-year flood .
