BM.tween 1980 and 1993 , the insured value of commercial property increased 192 % , from $ 1 5 billion to $453 billion . 4. 1 . 2. 2 Vulnerability Assessment Hurricane events can have the following potential impacts within a community : • Excessive wind ; • Excessive water; • Soil/beach erosion ; • Electric power outage ; • Surface and air transportation disruption ; • Navigable waterway impairment ; • Potable water system loss or disruption ; • Sewer system outage ; • Telecommunications system outage ; • Human health and safety ; • Psychological hardship ; • Economic disruption ; • Disruption of community services ; • Agricultural/fisheries damage ; • Damage to critical environmental resources ; Damage to identified historical resources ; • Fire ; • Toxic releases ; and • Stormwater drainage impairment .
