B . The Utility Construction Permit shall be valid for a period of one year from the <br /> date of issuance. If construction has not commenced within this time , a new <br /> utility construction permit with fee shall be submitted . <br /> C . Payment of fee shall not constitute automatic approval of original plans . <br /> D . The utility construction permit does not constitute a permit for operation . <br /> E . Construction shall not begin until a copy of the Indian River County and all <br /> State and local permits that are required have been received for any <br /> construction in the right-of-way. <br /> 12.03 CONSTRUCTION <br /> A. The Engineer of Record shall have a pre-construction meeting with IRCDUS <br /> a minimum of five working days before beginning construction , whereupon ., <br /> construction plans shall be reviewed , and a minimum of three (3) sets of shop <br /> drawings shall be provided . One ( 1 ) set to Indian River County Utilities <br /> Department, one ( 1 ) set to the IRCDUS inspector and the remaining sets to <br /> the Engineer of Record . No appurtenances shall be installed until approved <br /> by IRCDUS. <br /> B. The Contractor and Engineer of Record shall notify IRCDUS a minimum of 48 <br /> hours prior to beginning construction or performing any system tests . <br /> C. The water distribution system shall be constructed , flushed , disinfected , and <br /> tested in accordance with FDEP and IRCDUS Specifications . <br /> D . All equipment, materials , and workmanship shall meet or exceed all current r+ <br /> Indian River County Water and Wastewater Utility Standards and shall be <br /> subject to the unconditional inspection and approval of IRCDUS . <br /> r <br /> E . The Engineer of Record shall have an on-site inspector (representative ) who <br /> shall witness and document all materials used , installation procedures, <br /> problems encountered , and witness and certify all tests specified by the <br /> operation permit checklists . Daily construction reports shall be submitted <br /> monthly to IRCDUS , and no later than seven days after completion of the <br /> construction . Indian River County has unconditional rights to inspect the <br /> construction and materials at any time . <br /> F. Where water outages will occur, a minimum of five (5) working days notice to <br /> IRCDUS and the public is required . The IRCDUS water plant operator shall <br /> be notified a minimum of five (5) working days prior to flushing of lines. A five <br /> (5) working days notice is required for access to private property. <br /> G . The Property Owner, Developer, engineering firm , and Contractor shall hold <br /> Indian River County harmless in any suits , claims , and/or liabilities arising <br /> from subject construction. r <br /> r <br /> 12-3 <br /> r <br />
