The discharge from a construction site <br /> or work area is defined to be polluted whenever any of the following is <br /> present in the discharge water: <br /> ( 1 ) Hazardous waste or hazardous materials in any quantity , <br /> (2 ) Any petroleum product or by- product in any quantity , <br /> (3 ) . Any chemical in any quantity , or <br /> (4 ) Concentrated pollutants . <br /> E . Above paragraphs 1 . 5 . 13 , 1 . 5 . C , and 1 . 5 . D do not in any way, limit the <br /> types of conditions in which pollution may be determined to occur. <br /> 1 . 6 PENALTIES FOR NONCOMPLIANCE WITH THIS SECTION <br /> A . Staked Silt Fences : <br /> 1 . General : Silt fences may be used to control runoff from the <br /> construction site where the soil has been disturbed . <br /> 2 . Installation : Install per the manufacture' s recommendations and as <br /> specified herein . In general , install the silt fence in a manner that <br /> allows it to stop the water long enough for the sediment to settle <br /> while the water passes through the silt fence fabric . All supporting <br /> posts shall be on the down -slope side of the fencing . Place the <br /> bottom of the fabric &inches minimum , under compacted soil to <br /> prevent the flow of sediment underneath the fence . Otherwise , <br /> install in accordance with FDOT Index No . 102 . <br /> 3 , Product: All material shall be new and unused . Use FDOT Type IV <br /> silt fences where large sediment loads are anticipated , where <br /> slopes are 1 : 2 (vertical : horizontal ) or steeper, or as directed by the <br /> ENGINEER ; otherwise use FDOT Type III silt fence . <br /> (a ) For FDOT Type III Silt Fence - ACF Environmental , Catalog <br /> No . 360800000 , Florida DOT Silt Fence .
