W . <br /> Vero Beach, FL 32962 <br /> Dear Mr. Mehta : <br /> GeoSyntec Consultants (GeoSyntec) is pleased to submit this fee proposal!, to Indian <br /> River County Department of Utility Services ( IRCDUS ) for environmental services to <br /> be completed at the South County Reverse Osmosis (RO) Plant . This proposal, has been <br /> prepared in accordance with the Professional Services Agreement (PSA ) �I between <br /> GeoSyntec and Indian River County Solid Waste Disposal District . An overview of the <br /> proposed project scope of activities follows . <br /> PROJECT OVERVIEW <br /> GeoSyntec completed petroleum -related assessment activities at the South County <br /> RO Plant for IRCDUS in April 2005 . Field investigations identified the presence of up <br /> to 1 . 3 ft of floating phase- separated petroleum hydrocarbons (PSH — also refe ed to as <br /> "free product") on the water table in the immediate vicinity of the existing 6 , 000-gallon <br /> underground storage tank (UST) . In addition to the PSH , unsaturated zone soil impacts <br /> and dissolved groundwater contamination above Florida Department of Environmental <br /> Protection (FDEP) soil and groundwater cleanup target levels was identified in 4 limited <br /> area surrounding the UST . Based upon these findings , and discussions with I ! CDUS , <br /> Indian River County Department of Health, and Brevard County Natural Resources <br /> Management Office, the following general work scope was developed : <br /> R050083/XR05088 — UST Closure Cost Proposal <br />
