ATTACHMENT ? <br /> TO <br /> WORK ORDER NUMBER GKE-WFP <br /> FOR <br /> STATE & FEDERAL ENVIRONMENTAL RESOURCE INDIVIDUAL PERMITS <br /> WABASSO CAUSEWAY EAST & WEST FISHING PIERS <br /> SCOPE OF WORK: <br /> BACKGROUND : <br /> On 1 - 16-06 the FDOT's bridge inspection consultant inspected the Wabasso Causeway east and <br /> west fishing piers . The subsequent report identified several significant deficiencies and failures, <br /> consequently the FDOT recommended closing the East pier in it's entirety until it is replaced and <br /> the west pier be repaired immediately to maintain it's service and possible closure until repairs are <br /> accomplished . Another County Consultant has completed the restoration/replacement design of <br /> the piers. The St. John's River Water Management District (SJRWMD) requires an Environmental <br /> Resources Permit ( ERP). The Scope of this project entails professional services to provide the <br /> complete ERP as required by the SJRWMD and US Army Corps of Engineers (ACOE ). <br /> SCOPE : <br /> CONSULTANT will provide the following : <br /> TASK I - Site Inspection and State & Federal Permit Application Submittal <br /> Assistance : <br /> GKE to assist client and client's engineer and surveyor to complete required <br /> fieldwork / meet / review work with client, review drawings , and permit application <br /> completion . <br /> TASK 11 — Response to Agency Requests for Additional Information (RAI ) : <br /> Following agency permit application submittal and agency review, GKE will respond <br /> to all environmental questions outlined in agency letters Requesting Additional <br /> Information ( RAI letters ) . <br /> TASK III — Miticiation Plan ( if required) <br /> GKE will meet with client and permit agency staff to discuss mitigation options and <br /> inspect potential mitigation sites for compatibility and prepare a draft mitigation plan , <br /> based upon the ecological values of wetland impacts. <br /> TASK IV - Wetland Assessment - UMAM / WRAP ( if required) <br /> GKE will conduct a Wetland Rapid Assessment Procedure (WRAP) and/or a <br /> Uniform Mitigation Assessment Method ( UMAM ) of the wetlands located within the <br /> boundaries of the project site . WRAP/UMAM determine a numerical value for the <br /> ecological functions and ecological values of the existing wetlands and mitigation <br /> site . The WRAP/UMAM score can be used to determine what type / amount of <br /> mitigation will be required for the project site . The WRAP/UMAM score is based on <br /> vegetation , wildlife usage , hydrology, soils , water quality, success factor, and <br /> adjacent lands <br /> TASK V — Protected Species ( if required) <br /> GKE will complete a detailed protected species survey on the referenced site .
