Consultant will prepare technical specifications for the pumps, motors, pump piping, suction <br /> header piping, VFD' s, PLC' s, and ancillary equipment that are part of these improvements. <br /> Consultant will utilize an electrical subconsultant for these services. <br /> Consultant will attend up to three design review meetings with Owner and Sub consultants . <br /> Consultant will prepare opinions of probable construction costs once the design is completed. <br /> As part of the design, Consultant will prepare a control logic description to be used by the <br /> contractors SCADA system integrator. In general, automation of the high service pumps will be <br /> performed through PLC programming which will allow automatic lead/lag pump operation and <br /> pressure control logic which will maintain constant distribution pressure at the point of entry. <br /> Task 3. Coordination and Procurement <br /> A meeting will be attended with IRC Utility and Purchasing staff to discuss procurement methods <br /> and approach to completing the project in a timely manner. The work should be completed prior <br /> to, and in anticipation of, next year' s spring 2007 system demands . <br /> Consultant will provide bidding phase services and in doing so, will respond to contractor <br /> questions and prepare up to two addendums, if required, which will be distributed to all the <br /> contract document holders. The Consultant will attend one ( 1 ) pre-work meeting at the project <br /> site. It is assumed that IRC will distribute and sell project manuals, consisting of drawings, <br /> specifications, and all addendums. <br /> The Consultant will incorporate the Owner' s contract documents into the Project Manual . This <br /> will serve as the Contract between the Owner and the selected contractor. Any revisions to the <br /> Owner' s contract documents during the construction phase can be provided by the Consultant, as <br /> Additional Services. <br /> Consultant will review bids and provide analysis and identification of the lowest responsive <br /> responsible bidder to IRCU. <br /> Task 4 — Permitting <br /> Although membrane replacement would only require written notification to FDEP, modifications <br /> to the train piping and installation of new high service pumps will require a FDEP permit. <br /> Increasing the capacity of the high service pumping system will also require a permit. <br /> Consultant will prepare and submit a FDEP permit application 62-555 .900( 1 ) for the proposed <br /> system modifications. Consultant will submit the permit application when the drawings and <br /> specifications are in a condition for permitting agency review. Consultant will respond to up to <br /> two Requests for Additional Information (RAI' s) from FDEP. <br /> Task 1 and Task 2 documents will be compiled into one set of plans for permitting and <br /> procurement. <br /> Consultant will submit a Certification of Construction Completion and Clearance for Use to the <br /> FDEP.
