Indian River County Sector 3 - Beach Restoration Project <br /> Additional Services Scope of Work <br /> c) sample along these transects 4 times during the summer of 2007 , <br /> d) follow the same methods and protocols used by IRG at 3 other sites in the county, <br /> so that the data for Sector 3 are directly comparable to those areas. <br /> This monitoring effort employs vessel-based observers to generate abundance estimates . <br /> Aerial visual surveys have often been used to obtain, information on the abundance and <br /> distribution of turtles over relatively large areas and are appropriate for documenting <br /> seasonal variations in population levels. On the relatively limited geographic scale of <br /> Indian River County Sector 3 , it is felt that an analogous vessel based approach is more <br /> appropriate. This monitoring effort employs observers who count surfacing turtles from a <br /> small boat. A semi-quantitative index, sightings per vessel/km, is calculated for each <br /> species and compared between seasons, distances offshore, and areas. <br /> The monitoring is conducted from a small boat equipped with a spotting tower capable of <br /> supporting two observers at an eye level of approximately 12 feet above the water. The <br /> GPS waypoints at the north and south ends of each transect line establish a base course <br /> that the helmsman follows. A constant vessel speed of 5 to 6 knots is maintained during <br /> all transects , verified by GPS track log. With one observer looking to port and one <br /> observer looking to starboard, the vessel proceeds along the transect line. When a turtle is <br /> spotted, it is identified to species and the position of the vessel at time of sighting <br /> recorded in the GPS unit. The position of the turtle relative to the transect line (Inshore, <br /> offshore, or on the transect line) is also recorded. <br /> A Turtle Field Survey Report will be completed by IRG summarizing the results of the <br /> monitoring effort. <br /> Task 4 : QA/QC Coordination of Investigations <br /> Task 4a — Coordination of Field Investigations and Professional Services : On behalf <br /> of Indian River County, CEG will provide general QA/QC of Task 2 and Task 3 <br /> services. Specifically, CEG will: <br /> • perform QA-QC review of video transect data using PointCount 99 ( 10% sub- <br /> sample) for inter-observer variability <br /> • prepare a QA/QC letter report to regulatory agencies citing QA/QC results . <br /> • review pre-construction monitoring report and data prior to submittal to <br /> regulatory agencies. <br /> Task 4b - FDEP Coordination: CEG will confer with FDEP staff relative to the <br /> scheduling of field investigations associated with Tasks 2 and 3 , and provide for <br /> coordination of any participation by FDEP staff. CEG will also travel and attend up to <br /> two meetings in Tallahassee with FDEP staff to review investigation results . <br /> Page 10 of 14 <br /> June 13, 2001 <br />
