Indian River County Sector 3 - Beach Restoration Project <br /> Additional Services Scope of Work <br /> Plane Coordinate System, NAD83/90 adjustment and tied to the Florida High Accuracy <br /> Reference Network (HARN) . <br /> Task lb - Aerial Photography: The COUNTY will monitor weather and tide conditions <br /> and notify P&A and COASTAL TECH by phone as far in advance as possible as to an <br /> appropriate window of Opportunity for performance of the photography. During the <br /> designated flight week, the COUNTY shall notify P&A by telephone on the morning of <br /> an appropriate day in which acceptable weather and water conditions exist. P&A shall <br /> conduct the aerial photography work the same morning that this notice to proceed is <br /> provided by telephone. The final decision to authorize or postpone the flight will be made <br /> by the COUNTY no less than one hour prior to the beginning of the flight window for <br /> that day and in direct communication with the flight pilot. Photography shall be obtained <br /> by P&A during morning hours with cloud cover at less than 10% , and in order to <br /> minimize glint, the flight window shall occur when the sun angle is between 15 to 30 <br /> degrees to the horizon. If, during the flight, weather conditions deteriorate to the point <br /> that the purposes of the flight can not be met, or the five flight conditions specified above <br /> can not be met, it is the responsibility of P&A ' s flight photographer to determine whether <br /> or not to terminate the flight and complete the scope of work on another day. <br /> It is the responsibility of P&A to determine the best color film available to meet the <br /> stated objectives of the COUNTY. The photography (by P&A) shall employ the use of a <br /> precision Zeiss RMK/A cartographic camera (or equal) calibrated by the US Geological <br /> Survey. The camera will be equipped with a data block, which will record the lens <br /> number, calibration, focal length of the lens, altitude, date, and time. The photographs <br /> will be color aerial photography, reproducible mylars, and geo-referenced digital imagery <br /> with the following specifications : <br /> a) Using airbourne GPS technology, P&A will record a graphical point on each <br /> photograph. A minimum of eight points will be field located on the ground by <br /> M&E. <br /> b) A 60% overlap with each adjacent photograph and a ratio of 50% land (2000' to <br /> 2000') and 50% ocean (2000' to 2000') on the horizontal. <br /> c) Maximum tangential and radial distortion for focal lengths from 85 mm to 305 m <br /> shall be .005 to .007 mm. <br /> d) Calibrated focal length error shall not exceed . 02 mm . <br /> e) The image will be clear and sharp in detail, free from clouds, shadows or any <br /> other blemishes that would render the image as uncertain for mapping rock and <br /> reef features as far offshore as possible and no less than - 80 feet NGVD. <br /> f) Each frame must contain : <br /> i. time of day clock in standard time, <br /> ii. altimeter reading, <br /> iii. exposure counter, <br /> iv , camera identification number, <br /> V . lens focal length in mm, and <br /> vi. the plate ID number. <br /> Page 3 of 14 <br /> June 13, 2007 <br />
