Polly Kratman <br /> Managing Director <br /> Solid Waste Disposal District <br /> Indian River County <br /> 1325 74`l' Avenue Southwest <br /> Vero Beach, Florida 32968 <br /> Subject: Fee Proposal for Three Years of MPIS and Groundwater Plume <br /> Monitoring and Reporting, South Gifford Road Landfill <br /> Dear Ms. Kratman : <br /> Geosyntec Consultants (Geosyntec) is pleased to submit this fee proposal to Indian River County <br /> (IRC) for professional services associated with continued implementation of the MPIS and <br /> groundwater monitoring for the chlorinated volatile organic compound (CVOC) plume. This fee <br /> proposal is based on correspondence regarding the MPIS from the Florida Department of <br /> Environmental Protection (FDEP), discussions with IRC, and the FDEP-approved Remedial <br /> Action Plan (RAP) . As requested by IRC, this fee proposal includes budget to complete six <br /> semi-annual monitoring events, groundwater sampling, and reporting for the MPIS well network <br /> and six semi-annual monitoring events, groundwater sampling, and reporting for the plume <br /> monitoring well network as summarized in Table 1 . Geosyntec has prepared this proposal as <br /> Attachment 1 under Work Order No. 7 for the Continuing Contract Agreement for Professional <br /> Services between IRC SWDD and Geosyntec, dated 10 August 2004. <br /> This proposed scope of work is a continuation of groundwater monitoring activities that are <br /> required by FDEP and that have been ongoing at the site since 2002 . Under the existing budget <br /> (which includes sampling and reporting through the January 2006 event), a total of 12 reports <br /> (four MPIS reports, four CVOC plume monitoring reports, and four pump and treat (P&T) <br /> system reports) were prepared during the performance period. In addition, the following out-of- <br /> scope work was completed within the allocated budget as requested by IRC SWDD : <br /> • preparation and submittal of two Biennial Groundwater Monitoring Reports for the MPIS <br /> well network (original budget was for preparation of semi-annual reports); <br /> XR07014.-1 R70003 .doc <br /> engineers I scientists I innovators <br />
