Donated services shall be valued at the Federal minimum wage rate, unless the services donated are <br /> those normally provided by the donor in his or her profession or trade, in which case they may be <br /> valued at rates consistent with those paid for similar work in the local labor market area. <br /> C , Donated materials shall be valued at the donor' s cost or the fair market value at the time of donation, <br /> whichever is less . <br /> 3 . Required Procurement Procedures for Obtaining Goods and Services . The Grantee shall provide <br /> maximum open competition when procuring goods and services related to the grant-assisted project. <br /> Every effort must be made to use small business firms , minority owned firms , women ' s business <br /> enterprises, and labor surplus areas . <br /> a. Instructions for Procurement of Goods and Services for Smaller Projects (Including <br /> Professional Services and Construction) for Individual Purchases or Contract Amounts not <br /> exceeding $20,000. For individual purchases or contract amounts not exceeding $20,000, the <br /> Grantee must use the applicable procurement method described below: <br /> ( 1 ) Small Purchase Procedures I (Purchases Up to $2 ,500). Procurement of goods and services <br /> where individual purchases do not exceed $ 2 , 500 do not require competition and may be <br /> conducted at the Grantee ' s discretion . <br /> (2 ) Small Purchase Procedures II (Purchases or Contract Amounts Between $2 ,500 and <br /> $20,000). Goods and services costing between $2 , 500 and $20 ,000 require informal <br /> competition and may be procured by purchase order, acceptance of vendor proposals, or other <br /> appropriate procurement document, provided that the Grantee : <br /> (a) Receive written or documented verbal quotes or proposals from two (2) or more <br /> competitors ; <br /> (b) Develop and implement a process for evaluating proposals and document application of <br /> that process for selection (e . g . , for construction work, your selection may be based on the <br /> lowest responsible proposal amount, while for professional services , selection should be <br /> based on task-specific criteria and committee review and ranking of proposals) . <br /> (c) Provide prospective vendors with a basic description of the goods and services required ; <br /> and <br /> (d) Secure written approval from the Department prior to acceptance of proposal or <br /> execution of contract. <br /> b . Instructions for Procurement of Goods and Services (Including Architectural, Engineering <br /> and other Consultant Services) for Contracts Exceeding $20,000). For individual contract <br /> amounts exceeding $20,000, the Grantee must use the applicable procurement method described <br /> below: <br /> ( 1 ) Competitive Selection ($20,000 - $35,000) . Goods and services greater than $20 ,000 but less <br /> than $ 35 ,000 must be procured in the following manner: <br /> (a) For procurement of professional services, solicit written qualifications submissions from <br /> two (2 ) or more competitors ; <br /> (i ) Identify all significant evaluation factors and their relative importance in the request <br /> for qualifications . <br /> (ii) Indicate in solicitation that public funds are involved. <br /> ( iii) Develop and distribute detailed project specifications with the solicitation. <br /> ( iv) Establish a review committee to evaluate and rank qualification submissions; <br /> DOS Form No .
