'I believe this body, through <br />its well qualified staff, has obtained and disseminated accurate and vital information for <br />the counties that no one of us could very well afford on its own. If this information -were <br />properly analyzed and used by the counties, there would be no doubt in my mind that our <br />membership would be profitable and should be continued. On the other hand, if Indian <br />River County's participation is to be continued on the current use basis, then I would <br />have to recommend that we drop our membership.
