EXHIBIT ; "� i3 / 11 SCOPE OF PROFESSIONAL SERVICES 1 5• a ' a � v / / - INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT ENGINEERING SERVICES FOR ANNUAL PERMIT COMPLIANCE MONITORING AND REPORTING WORK ORDER N0 , 2 This Authorization, when executed, shall be incorporated in and become part of the Contract for Consulting/ Professional Services between the Indian River County Solid Waste Disposal District ( IRC SWDD ) , and Camp Dresser & McKee Inc. (CDM ) , dated December 13, 2011 hereafter referred to as the Contract. BACKGROUND Semi - annual reports of groundwater and leachate quality at the IRC SWDD Landfill must be submitted to the Florida Department of Environmental Protection ( FDEP ) in accordance with Chapter 62 - 701 . 510, Florida Administrative Code ( F.A. C . ) and the Monitoring Plan Implementation Schedule ( MPIS ) of Permit Nos . SC31 - 0128769 - 019 and 5031 - 0128769 - 020 . Water levels are measured and samples of groundwater, surface water, and leachate are collected in January and July in accordance with MPIS . Two semi - annual monitoring reports that document the sampling events will be required in calendar year 2012 . Semi - annual sampling of the 41 Class I and construction and demolition (C & D) debris landfill groundwater monitor wells shall be performed in January and July of 2012 for the list of Semi - Annual Ground Water Parameters identified in Paragraph 8 of the MPIS, which is included by reference in Permit Nos . SC31 - 0128769 - 019 and SO31 - 0128769 - 020 . CDM understands that additional new or replacement groundwater monitor wells will be installed in the future under Permit Nos . SC31 - 0128769 - 019 and SO31 - 0128769 - 020 . Sampling of proposed new or replacement groundwater monitor wells required by Permit Nos . SC31 - 0128769 - 019 and S031 - 0128769 - 020 beyond the 41 currently installed are not included this Scope of Services . Samples from the two surface water sites shall be collected in January and July and analyzed for the list of Semi -Annual Surface Water Parameters identified in Paragraph 14 of the MPIS, which is included by reference in Permit Nos . SC31 - 0128769 - 019 and SO31 - 0128769 - 020 . Leachate shall be sampled annually from the leachate monitoring site ( L - 1 ) and analyzed for the list of Annual Leachate Parameters identified in Paragraph 17 of the MPIS, which is included by reference in Permit Nos . SC31 - 0128769 - 019 and SO31 - 0128769 - 020 . CDM will assist IRC SWDD Staff with the field sampling activities . Analytical testing will be conducted by Environmental Conservation Laboratories ( ENCO) , the analytical laboratory contracted by IRC SWDD . The results of the annual leachate and and semi - annual water quality monitoring events will be reported to FDEP within 60 days of receipt of analysis from the laboratory as required by Paragraph 29 of the MPIS and Chapter 62 - 701 . 510 (9 ) ( a) , which is included by reference in Permit Nos . SC31 - 0128769 - 019 and 5031 - 0128769 - 020 . The IRC Landfill also operates under a Title V permit ( Permit No . 0610015 - 003 -AV) issued on August 2 , 2007 , which contains monitoring and reporting requirements related to the landfill gas A4 j13410.docx
