EXHIBIT A <br /> SCOPE OF PROFESSIONAL SERVICES <br /> AMENDMENT N0 . 1 <br /> INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br /> ENGINEERING SERVICES FOR <br /> ANNUAL PERMIT COMPLIANCE MONITORING AND REPORTING <br /> WORK ORDER NO . 13 <br /> BACKGROUND <br /> Semi-annual reports of groundwater and leachate quality at the Indian River County (IRC) <br /> Solid Waste Disposal District (SWDD) Landfill must be submitted to the Florida Department of <br /> Environmental Protection (FDEP) in accordance with Chapter 62- 701 . 510, F . A . C . and the <br /> Monitoring Plan Implementation Schedule ( MPIS) of Permit No . S031 -0128769-018 . Water <br /> levels are measured and samples of groundwater, surface water, and leachate are collected by <br /> IRC SWDD staff in January and July in accordance with MPIS . Semi-annual monitoring reports <br /> will be required in calendar year 2011 . <br /> Semi-annual sampling of the 27 Class I landfill groundwater monitor wells and 6 construction <br /> and demolition (C& D ) debris landfill groundwater monitor wells shall be collected in January <br /> and July for the list of Semi- Annual Ground Water Parameters on Attachment D and <br /> Attachment E of the MPIS, respectively, included in Permit No . S031 -0128769-018 . CDM <br /> understands that a draft of Permit Nos . SC31 - 0128769-019 and S031 - 0128769- 020 are currently <br /> being reviewed by IRC SWDD . Sampling of proposed new or replacement groundwater <br /> monitor wells required by Permit Nos . SC31 - 0128769-019 and S031 -0128769-020 are not <br /> included this Scope of Services . Samples from the two surface water sites shall be collected <br /> semi- annually in January and July and analyzed for the list of Semi-Annual Surface Water <br /> Parameters presented as Attachment G of the MPIS . Leachate shall be sampled annually from <br /> the leachate monitoring site (1,4 ) and analyzed for the list of Annual Leachate Parameters <br /> presented as Attachment H of the MPIS included in Permit No . S031 -0128769-018 . Camp <br /> Dresser & McKee Inc . (CDM ) will assist IRC SWDD Staff with the field sampling activities and <br /> the analytical testing will be conducted by Environmental Conservation Laboratories (ENCO ), <br /> the analytical laboratory contracted with IRC SWDD . The results of the annual and semi-annual <br /> water quality monitoring events are to be reported to FDEP within 60 days of receipt of analysis <br /> from the laboratory . <br /> The IRC Landfill also operates under a Title V permit (Permit No . 0610015-003- AV) issued on <br /> August 2, 2007, which contains monitoring and reporting requirements related to the landfill <br /> gas collection and control system . IRC SWDD is required to prepare and submit the following <br /> to FDEP and the U . S . Environmental Protection Agency (USEPA), Region 4 : <br /> ■ Annual Statement of Compliance (within 60 days after the end of the calendar year); <br /> ■ Annual Operating Report ( on or before April 1 of the following year) ; and <br /> ■ Results of an annual flare visible emissions test (within 45 days of testing) . <br /> A4 j13028 . doc <br />
