EXHIBIT A <br /> SCOPE OF PROFESSIONAL SERVICES <br /> AMENDMENT NO . 4 <br /> INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br /> OSLO CUSTOMER CONVENIENCE CENTER <br /> The Indian River County Solid Waste Disposal District (IRC SWDD) currently operates a residential <br /> collection/recycling customer convenience center (CCC) at the former Oslo Landfill site. In an effort <br /> to provide an increased level of service to its residents, IRC SWDD is proposing to build a new CCC <br /> at the Oslo site to replace the existing facility. The existing CCC will remain operational until the <br /> new facility is complete . The proposed new facility will be constructed over the old Oslo solid waste <br /> dump site. <br /> The proposed improvements include paved access roads and parking/drive areas, attendant office, <br /> covered household hazardous waste and oil collection/storage area, restroom facilities, and a <br /> retention pond for stormwater treatment and attenuation. Stationary compactors with enclosed <br /> roll-off storage containers are proposed to be used to transport municipal solid waste (MSW) to the <br /> landfill. Open top roll- off containers will be used to transport cardboard, paper, mixed recyclables, <br /> yard waste, recyclable metals, and tires to the landfill for processing. Household hazardous waste <br /> (HHW) will be collected at the proposed covered HHW and oil collection/storage area. <br /> On December 5, 2012, the Contractor was issued a Notice to Proceed construction of the new Oslo <br /> CCC by December 10, 2012 and complete the project in accordance with the Contract Time as <br /> follows : Partial Utilization by April 9, 2013 (120 days) , Substantial Completion by May 9, 2013, <br /> (150 days), and Final Completion by June 8, 2013 ( 180 days) . <br /> On June 11, 2013 IRC approved a Change Order extending the Contract Time to June 22, 2013 (194 <br /> days) for Partial Utilization, July 22, 2013 (224 days) for Substantial Completion, and August 21, <br /> 2013 (254 days) for Final Completion. <br /> Based on an updated schedule received from the Contractor on September 10, 2013, Substantial <br /> Completion and Final Completion of the project are anticipated by September 20, 2013 (284 days) <br /> and October 20, 2013 (314 days), respectively. <br /> CDM Smith's current work authorization provides General Engineering Services During <br /> Construction for a &month construction period (150 days to substantial completion and 180 days <br /> to final acceptance) . This amendment includes General Engineering Services During Construction <br /> for an additional 4. 5 months (134 days) to coincide with the construction schedule. <br /> SCOPE OF SERVICES <br /> TASK 5 .0 - GENERAL ENGINEERING SERVICES <br /> CDM Smith will provide services during construction for the new Oslo CCC .
