Indian River County Sector 3 Phase 2b — During Construction Phase Services <br /> Scope of Work <br /> During construction, COASTAL TECH will : <br /> (a) Analyze pre -construction surveys (obtained via prior authorization as "post-Phase 2 <br /> Construction Survey" under WORK ORDER NUMBER 11 ) to re-assess the estimated <br /> volume required for construction. <br /> (b) Amend the Teehaieal Speeifieatieas and ofawings to ineefpofate afneadments as may be <br /> (d) Conduct weekly site visits at the mine and construction area (if allowed access to the mine) to <br /> spot check the Contractor' s progress and construction. <br /> (e) Perform independent spot-check sampling (obtained during site-visits by COASTAL TECH <br /> or otherwise provided by the COUNTY) and analysis (< 10 samples) of sediment samples to <br /> check the Contractor ' s compliance with the Sediment QA/QC Plan . <br /> (f) Check the work for substantial compliance with the Drawings, General Conditions , Technical <br /> Provisions , applicable permits, and the Construction Contract. <br /> (g) As may be requested by the COUNTY , review up to one ( 1 ) Change Order for approval by <br /> the COUNTY and Contractor . <br /> (h) Review Construction Field Directives as may be proposed by the COUNTY . <br /> (i) Interpret the Contract Documents . <br /> 0 ) Seek to resolve claims by the Contractor and/or COUNTY . <br /> (k) Consult and advise the COUNTY relative to progress and requirements of the Project . <br /> ( 1) Review payment applications from the Contractor, and prepare Certificates recommending <br /> payment by the COUNTY . <br /> (m) Prepare and submit a Final Certification to FDEP . <br /> (n) Provide as-built drawings and a completed As-Built Certification form to the USACE with <br /> pre -Phase 2b construction aerial photographs (obtained via prior authorization as "post-Phase <br /> 2 construction controlled aerial photography" under WORK ORDER NUMBER 11 or post— <br /> Phase 2b construction aerial photographs ( if available) per USACE Special Condition 9 . <br /> (o) Prepare and submit a letter to the agencies summarizing the findings of items o and p in Task <br /> 2 above . <br /> (p) Under subcontract with M&E, perform "pay profile surveys" and determine actual quantities <br /> placed by the Contractor for acceptance of fill segments at a minimum segment length of <br /> 1 ,000 feet with pay profiles at a spacing of 100 feet; for Phase 2b a total of 65 "pay surveys" <br /> are planned to coincide with spot checks during construction . These surveys will be <br /> performed within two weeks prior to beach fill being placed and within one week after the <br /> beach has been filled along each 1 , 000 foot long acceptance section. Pre-fill surveys will <br /> include bathymetric data collected conventionally using a laser for stationing and differential <br /> leveling for elevations . <br /> It is assumed that the Technical Specifications and Drawings do not require amendment or production <br /> - per the stricken provisions "b" and "c" above . <br /> Page 3 of 4 <br /> August 17 , 2011 <br />
