First applicable compliance requirement ( e. g. , what activities/services/purposes the federal resources must be used for) : Recipient is to use funding to perform the following eligible activities as identified in the United States Department of Homeland Security , Federal Emergency Management Agency , National Preparedness Directorate Fiscal Year 2011 - 1 2 State Homeland Security Grant Program ( SHSGP ) , consistent with the Department of Homeland Security State Strategy . 2 .
