17 . 07 Utilities : The Contractor shall , at its expense , arrange for, develop and maintain all utilities in Work <br /> areas to meet the requirements of the Contract . Such utilities shall be furnished by Contractor at no <br /> additional cost to the Owner , and shall include but not be limited to the following : public telephone service <br /> for the Contractor' s use ; construction power as required at each point of construction ; and water as <br /> required throughout the construction . Prior to final acceptance of the Work the Contractor shall , at its <br /> expense , satisfactorily remove and dispose of all temporary utilities developed to meet the requirements of <br /> the Contract . <br /> 17 . 08 Drainage : The contractor shall so conduct its operations and maintain the Work in such condition <br /> that adequate drainage will be in effect at all times . Existing functioning storm sewers , gutters , ditches and <br /> other run - off shall not be obstructed . <br /> 17 . 09 Fire Hydrants : Fire hydrants on or adjacent to the highway shall be kept accessible to fire apparatus <br /> at all times and no material or obstruction shall be placed within fifteen feet ( 15 ) of any such hydrant . <br /> 17 . 10 Protection of Structures : Heavy equipment shall not be operated close enough to pipe headwalls or <br /> other structure to cause their displacement . <br /> 17 . 11 Fencing : On all Work which includes fencing and where the Engineer determines it to be necessary <br /> for maintaining the security of livestock or adjacent property , or for protection of pedestrians who are likely <br /> to gain access to the Work from adjacent property , the Contractor shall erect an appropriate temporary <br /> security fence as a first order of business . Temporary fencing shall be installed at temporary construction <br /> easement areas on all commercial and residential properties appropriate to secure the Work area and <br /> protect persons and domestic animals . At all times the Contractor shall conduct the Work under secure <br /> temporary fencing . Permanent fencing shall be addressed as required by the Plans and Specifications . <br /> 17 . 12 Record Drawings : The Contractor shall keep one record copy of all Specifications , Drawings , <br /> Addenda , Modifications , and Shop Drawings at the site in good order and annotated to show all changes <br /> made during the construction process . These items shall be available to the Engineer and shall be <br /> delivered to the Engineer for the Owner . Record Drawings shall be submitted with each pay request . Final <br /> acceptance of the Work will be withheld until the approval of such documents is made by the Owner . <br /> 17 . 13 Progress Videotapes / Photographs : Contractor shall deliver to the Owner prior to commencing the <br /> Project a preconstruction videotaping ( DVD -type color video ) of the Project with descriptive radio <br /> narrative clarifying orientation and objects viewed . Contractor shall provide monthly photographs taken <br /> on cutoff date for each scheduled Application for Payment and each major process component <br /> indicated construction status and progress from invitation of work at each component through <br /> substantial completion of each component . The cost of the video and photographs shall be included in <br /> the bid submitted by the Contractor . <br /> 17 . 14 Commercial Activities : Contractor shall not establish any commercial activity or issue concessions or <br /> permits of any kind to third parties for establishing commercial activities on land owned or controlled by <br /> Owner .
