All subcontracts are subject to the provisions of paragraph 11 and any other <br /> appropriate provisions of this Agreement which affect subcontracting activities. <br /> 20 Travel — The Grantee will not be reimbursed for travel expenses under the terms and <br /> conditions of this Agreement. <br /> D . In addition to the invoicing requirements contained in paragraph 3 .D. above, the Department will <br /> periodically request proof of a transaction (invoice, payroll register, etc .) to evaluate the <br /> appropriateness of costs to the agreement pursuant to State and Federal guidelines (including cost <br /> allocation guidelines), as appropriate. When requested, this information must be provided within <br /> thirty (30) calendar days of such request. The Grantee may also be required to submit a cost <br /> allocation plan to the Department in support of its multipliers (overhead, indirect, general <br /> administrative costs, and fringe benefits). Management fees or similar charges in excess of the direct costs and approved indirect rates are <br /> not allowable . The term "management fees or similar charges" refers to expenses added to the <br /> direct costs in order to accumulate and reserve funds for ongoing business expenses, unforeseen <br /> liabilities, or for other similar costs which are not allowable under this Agreement. Management <br /> fees or similar charges may not be used to improve or expand the project funded under this <br /> Agreement, except to the extent authorized as a direct cost of carrying out the work identified in <br /> Attachment A, Grant Work Plan. <br /> F. Allowable costs will be determined in accordance with the cost principles applicable to the <br /> organization incurring the costs.
