" i ,47,75361. <br />Commissioner Bogosian was requested to act as representative to <br />the Sebastian Inlet Park and concession. <br />The County Attorney reported that he had received a copy of a <br />letter of December 19th from the Assistant Regional Administrator of <br />the Department of Housing and Urban Development, Atlanta, with respect <br />to Federal matching funds available to various governmental agencies, and <br />advised that no Federal grants may be made unless the particular project <br />is consistent with a program for a unified or officially coordinated <br />area -wide comprehensive planned development. This means that the <br />following alternatives are available; <br />1. The County, and none of the governmental agencies <br />in the County, shall participate in any Federal <br />funding projects; or <br />2. Establish either a County -wide planning agency, or <br />establish a new area planning council consisting, for <br />instance, of St. Lucie, Martin, Okeechobee, and Indian <br />River Counties. In either event such planning agency <br />must employ professional, technical and clerical <br />personnel and initiate and agressively carry on a <br />program of responisble, professional activity of <br />planning for the comprehensive planned development <br />of the County, or <br />3. Continue to be a part of the East Central Florida <br />Regional Planning Council. <br />The County Attorney requested that the members consider this matter with <br />a view of acting on the subject at the next meeting of .the Board. <br />The County Attorney reported that he had received a memorandonq <br />from the Clerk regarding a part of the Audit Report dealing with lump <br />sum payments to various agencies. On a Motion made by Commissioner <br />McCullers, seconded by Commissioner Massey, it was unanimously carried that <br />the Clerk be directed to advise each of these agencies that in order to <br />receive any future funds of the County at any time, of any kind, it will <br />be necessary for them to file with the Board, an annual statement �r <br />annual audit or annual list of disbursements and to file that with the <br />Board at the termination of each of their annual periods, including <br />filing their last report with the Board. <br />Donk 12 j'Aq 86 <br />JAN 8 1969 <br />
