BARTON , CLERK <br /> General Project Information <br /> Project Title : INDIAN RIVER COUNTY DRUG TESTING PROGRAM <br /> Subgrant Recipient : Indian River County Board of Commissioners <br /> Implementing Agency : Indian River County Board of Commissioners <br /> Project Start Date : 10 / 1 /2010 End Date : 9/30/2011 <br /> Problem Identification <br /> The Substance Abuse Council of Indian River County is seeking funding to continue to support <br /> Indian River County ' s Drug Court program by providing frequent and valid drug testing to <br /> individuals whose criminal justice involvement stems from Alcohol and Other Drug (AOD ) use . <br /> Indian River County continues to experience a high level of drug related activity . For several <br /> decades , drug use has shaped the criminal justice system . Drug and drug - related offenses are the <br /> most common crime in our community . Drug offenders move through the criminal justice system <br /> in a predictable pattern : arrest , prosecution , onviction , incarceration , release and the cycle <br /> repeats . It became increasingly apparent that treatment providers and criminal justice practitioners <br /> share a common goal : stop the illicit use and abuse of all addictive substances and <br /> curtail related criminal activity . Out of this need Indian River County established a drug court <br /> program . <br /> Project Summary <br /> The mission of Indian River County' s Drug Testing program is to support the drug court program <br /> in its mission to stop the use and abuse of alcohol and other drugs and related criminal activity . <br /> Indian River County' s Drug Court creates an environment with clear and certain rules . The rules <br /> are definite , easy to understand , and most important , compliance is within the individual ' s control . <br /> The rules are based on the participant' s performance and are measurable , ie the drug tests reveal <br /> drug use or abstinence . The participant' s performance is immediately and directly communicated <br /> to the judge , who rewards progress or penalizes noncompliance . <br /> The court program has the capacity to demonstrate tangible outcomes . Indian River County ' s <br /> Court has this ability to demonstrate reductions in AOD use via , the drug testing program . <br /> Abstinence is monitored by frequent and random alcohol and other drug testing . Accurate testing <br /> is the most objective and efficient way to establish a framework for accountability and to gauge <br /> each participant' s progress . Modern technology offers highly reliable testing to determine if an <br /> individual has recently used specific drugs . The Substance Abuse Council continues to utilize a <br /> Siemens Heathcare "V-Twin " drug screening analyzer utilizing the EMIT® ( Enzyme Multiplied <br /> Immunoassay Technique ) It is commonly recognized that alcohol use frequently contributes to <br /> relapse among individuals <br /> whose primary drug of choice is not alcohol . AOD testing results are objective measures of <br /> treatment effectiveness , as well as a source of important information for periodic review of <br /> treatment progress . AOD testing helps shape the ongoing interaction between the court , treatment <br /> provieder and each participant . Timely and accurate test results promote frankness and honesty <br /> among all parties .
