BARTON , CLERK <br /> Florida Department of Law Enforcement <br /> Justice Assistance Grant - County-wide <br /> N h 1 A <br /> s <br /> General Project Information <br /> Project Title : INDIAN RIVER COUNTY DRUG TESTING PROGRAM <br /> Subgrant Recipient : Indian River County Board of Commissioners <br /> Implementing Agency : Indian River County Board of Commissioners <br /> Project Start Date : 10/ 1 /2011 End Date : 9/30/2012 <br /> Problem Identification <br /> For decades , drug and drug -related offenses have shaped the criminal justice system and <br /> glutted the criminal court dockets in Indian River County as well . Drug offenders move through <br /> the system predictably ; arrest , prosecution , conviction , incarceration , release and repeat . It has <br /> become increasing apparent that public health and criminal justice systems share a common goal , <br /> early prevention , intervention and treatment of this epidemic . <br /> Project Summary ( Scope of Work) <br /> The Substance Abuse Council of Indian River County Inc . ( SAC ) has developed the Indian River <br /> County Drug Testing Program in order to reduce illicit drug use and abuse . Our comprehensive <br /> drug testing program is effective and science- based . Participant compliance is monitored by <br /> random drug testing and results are measureable and accurate . Testing is the most objective and <br /> efficient way to establish a framework of accountability and to gage each participant' s progress . <br /> The participant' s performance is immediately and directly communicated to the appropriate <br /> referring agency which rewards progress or addresses noncompliance . <br /> The Substance Abuse Council utilizes a Siemens Healthcare W-Twin " drug screening analyzer <br /> utilizing the EMIT® ( Enzyme Multiplied Immunoassay Technique ) .
