Section 1 : General Guidelines for Subgrantees : 1 . The application for procurement of ADP equipment and software shall be written in a manner consistent with maximum open and free competition in the procurement of hardware , software and related services . 2 . Criminal justice information and communication systems shall be designed and programmed to maximize the use of standard and readily available computer equipment and programs . Subgrantees should utilize the past experience of other agencies which have successfully implemented such systems . A detailed requirements analysis should be performed and a search for existing software that could meet the identified requirements should be made before new software is developed . If new software is developed , it shall be designed and documented so that other criminal justice agencies will be able to use it with minor modifications and at minimum cost . 3 . Subgrantees shall request approval prior to arranging for patent of computer software and programs . Federal requirements governing copyright apply in all cases . The U . S . Department of Justice reserves a royalty-free , non -exclusive , and irrevocable license to reproduce , publish , or otherwise use , and authorize others to use , for Federal Government purposes the copyright in any work developed under a subaward and any rights of copyright to which a subgrantee purchases ownership with grant support . NOTE: If the total purchase or lease price exceeds $ 1000 000, justification must be submitted to FDLE on these forms for approval. If the purchase or lease is less than $ 100, 000, the applicant may provide justification in the application itself. Section II : Required Information :
