Application for Funding Assistance ATRUE COPY
CERTIFICATION ON LAST PAGE
Florida Department of Law Enforcement J . R . SMITH , CLERK
Justice Assistance Grant as County-wide
AW' r`p " . ` its t r S'y } ti IN-t t ,, w ,
General Project Information
Project Title : INDIAN RIVER COUNTY DRUG TESTING PROGRAM
Subgrant Recipient : Indian River County Board of Commissioners
Implementing Agency: Indian. River County Board of Commissioners
Project Start Date : 10/1 /2(f13 End Date: 9/30/2014
Problem Identification
For decades , drug and drug -related offenses have shaped the criminal justice system and glutted
the criminal court dockets in Indian River County as well . Drug offenders move through the
system predictably; arrest, prosecution , conviction , incarceration , release and repeat. It has
become increasing apparent that public health and criminal justice systems share a common goal ,
early prevention , intervention and treatment of this epidemic.
Project Summary (Scope of Work)
The Substance Abuse Council of Indian River County Inc . (SAC) has developed the Indian River
County Drug Testing Program in conjunction with the Indian River County Drug Court Program
with the goal to reduce illicit drug use and abuse and lower recidivism rates . Our comprehensive
drug testing program is effective and science-based . The SAC utilizes a drug screening analyzer
utilizing the enzyme multiplied immunoassay technique . All of the sample collectors and
technicians are trained and comply with national standards . Participant compliance is monitored
by random drug testing and.. results are measurable and accurate. Testing is the most objective
and efficient way to establigh a,framework of accountability and to gage each participant's
progress . The participant's performance is immediately and directly communicated to the court
which rewards progress or addresses noncompliance . Compliance , along with other required
treatment milestones is rewarded by graduation through the Drug Court program to the next level
and eventually to successful completion of the program and sobriety . Noncompliance (drug use
as indicated by a failed test) is swiftly dealt with ; jail time is ordered . Each participant is also
individually evaluated for increased monitoring , counseling , and the possibility of residential
placement. Through this approach , the root causes to many criminal activities are being
addressed for many offenders (80 % substance abuse related ) . As a result, Indian River County is
seeing a reduction in recidivism rates among Drug Court graduates . SAC seeks continued
support for the Indian River County Drug Testing Program .
Application Ref # 2014-JAGC-2114 Section #2 Page 1 of 2
Contract -JAGC-INRI - - -
Rule Reference 11 D4006 OCJG-005 (rev.
